Background information: CMI – Martti Ahtisaari Peace Foundation is an independent Finnish organization that works to prevent and resolve conflicts through dialogue and mediation. Nobel Peace laureate and former President of Finland Martti Ahtisaari founded CMI in 2000. Between 2015 and 2021, CMI with funding from Sweden supported and facilitated a dialogue process between legislators from Chisinau and Comrat by providing Good Offices to the Gagauzia Parliamentary Working Group. Through this dialogue, the legislators from the center and the autonomy were able to work together to form some joint solutions to problems concerning the implementation of the autonomy statute and competencies. The Parliamentary Working Group has made efforts to address the issues related to the reflection of the autonomy status in the national legislation and to clarification of autonomy competencies in devolved areas of responsibility.^[1]

In March 2022 a new phase of the project titled “Supporting Institutionalized and Sustainable Dialogue on Gagauzia Autonomy” has started. The project document foresees the establishment of an expert group as the project’s core legal and technical resource to provide expert support to various components of the project, such as the parliamentary dialogue (support to the Parliamentary Working Group on Gagauzia) and elaboration of recommendations on institutional mechanisms and procedures for enhanced center-autonomy relations. In the current phase, a more prominent role for the executive authorities from Chisinau and Comrat is foreseen as well as for the People’s Assembly secretariat (along with the already well involved Parliament’s secretariat).  

1. Assignment objective(s):

The overall objective is to provide administrative support to the implementation of the CMI’s project “Supporting Institutional and Sustainable Dialogue on Gagauzia Autonomy” (2022-2024) funded by Sweden.

Specific tasks are:

• Provide administrative support to the project components related to the technical support of the parliamentary working group (PWG), and supporting institutional capacities of key actors to effectively implement constructive and substantive engagement on autonomy issues and ensure the sustainability of centre-autonomy dialogue;
• Provide logistical support to implementation of project activities: venue arrangements for project events, transportation, accommodation, interpretation services, coordination with participants, etc;
• Support the team in collecting the information on the project implementation, from team members for narrative reporting and the regular progress reporting of CMI activities;
• Take part at project events/activities, taking minutes and producing draft reports on the events;
• Undertake regular updates of the project work-plan, calendar and communication plans, keep updated project filing system;
• Implement any other tasks required to support the CMI’s activities throughout various components of the project.

Other Details

• Performance of the contract (and therefore payment) is based solely on working days. The Project Assistant will only be paid for days worked on the basis of the daily fee rate agreed in the contract.
• Duration of contract: The assignment will start in July 2022 and will conclude no later than 31 December 2024.  The selected candidate is expected to commit full-time.

Requirements

Education: Bachelor’s degree in public administration or in other field of humanities and social sciences.

Work experience:  At least three years of work experience in administrative and management support of project operations, preferably within international projects or organizations. Previous experience of working in sensitive political environment will be considered an advantage.

Language requirements: good written and spoken Romanian, Russian and English is required.

IT skills: proficiency in using the Microsoft Office suite (Word, Excel, PowerPoint, Outlook, etc) and social media platforms (Microsoft Teams, Zoom, and others).

Soft skills: responsibility, discipline, organization, time management, active listening and clear communication, diligence, teamwork, problem-solving.
