Job mission Under the authority of the Head of Office, and the supervision of the Project management, the Project Officer carries out multiple assignments to assist in the implementation of the Project “Promoting human rights compliant criminal justice system in the Republic of Moldova”, in co-operation with the donor, partners and other stakeholders, and in compliance with the Organisation’s regulations and/or donor requirements. 
 
Key activities 
 
The Project Officer performs the following key duties in close co-operation and co-ordination with the Project management, in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality: - assists in the planning, preparation, organisation and follow up on project activities in accordance with the work plan and in close co-operation with national partners and stakeholders; - assists in drafting terms of reference for different contractual engagements; - ensures the implementation of procurement procedures and ensures the verification of purchase files, draft contracts and payment documents; - assists in securing local and international short-term consultants, as well as service providers; prepares documentation; - reports any problems encountered; suggests priorities and adjustments as necessary; - provides technical assistance to short-term consultants; assists in co-ordinating their work; - prepares relevant meeting documentation and drafts minutes; prepares mission reports; - contributes to project reporting and prepares any written contributions as required, including briefing notes, talking points, speeches and official correspondence; - ensures the budgetary follow-up of relevant expenditures in accordance with the Council of Europe regulations and procedures, as well as donor requirements; - contributes to raising the visibility of the project by drafting web news items and press releases and by disseminating information; - contributes to the efficient functioning of the office, in collaboration with the Head of Office, the Deputy Head of Office, and the direct Project management; - promotes Council of Europe values internally and externally; - undertakes official journeys in connection with project activities.

Employment is limited to the duration of the project which is expected to end on 28 February 2021. Employment may be prolonged beyond this date. Please note that the remuneration for this position is 1196.64 Euro (gross monthly salary). 
 
Information on the Project: The Project pursues the overall objective to ensure higher respect for human rights and rule of law in the Republic of Moldova by assisting the national authorities to build up an effectively functioning criminal justice system in line with European human rights standards, based on the principles of humanisation, resocialisation and restorative justice. The Project’s intervention areas are focused primarily with regard to: i. support in consolidation of criminal justice policy and legislation in line with European human rights standards, based on humanisation and restorative justice approaches (liberalization of criminal proceedings, including strengthening of application non-custodial pre-trial preventive measures and sanctions, alternative settlements in criminal cases, improvement of probation and release on parole mechanisms);  ii. capacity enhancement of criminal justice stakeholders in the light of the implementation of the on-going criminal justice reforms, including judiciary, prosecution service, Ombudsperson’s institution and NPM.
 
Eligibility criteria
 
This local recruitment procedure is open to applicants already present in the Republic of Moldova.
 
Only applicants who best meet the following criteria will be considered for shortlisting. 
 
Qualifications: › Completed full course of general secondary education and appropriate professional qualifications.  Experience: › At least two years’ relevant professional experience at a national or international level in the implementation of technical co-operation or policy-oriented projects;  › Experience in providing technical assistance on issues related to human rights and rule of law and in particular justice/criminal justice and/or execution of criminal sanctions in the Republic of Moldova. Language requirements:  › Excellent knowledge of Romanian (mother tongue level); › Very good knowledge of one of the official languages (English). Nationality:  › Nationality of host country or one of the 47 Council of Europe member states. Age: › Under 65 years of age at the closing date of the vacancy notice.
