National ITC Expert for development of technical specifications /ToRs for State Information System on Chemicals Product Registry of the Republic of Moldova development and implementation

Period of assignment/services:  June – September 2019, estimated workload up to 40 working days

  1. BACKGROUND

The program of Phase II of Implementation of Management plan for phasing out hydrochlorofluorocarbons (HCFCs) (HPMP2) aims at achieving the planned targets for reducing HCFC consumption (a 35% reduction in HCFC use over the baseline) over the period 2016-2020, and target it to become an instrument for direct implementation of the national policy and the country's commitment to fulfil its obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer.

The program will continue to strengthen the achievements of the HCFC phase-out process, focusing on maintaining infrastructure, logistics and distribution channels to entities, service companies and technicians involved in the use of HCFCs. The program envisages the elaboration and improvement of the data reporting system regarding the import, consumption of ODS, products and equipment with ODS and their servicing; the establishment of quotas and environmental taxes for the yearly admission of ODS and ODS products and equipment; compliance with the schedule for the gradual suppression of ODS in Annex C, Group 1 of the Montreal Protocol

The overall objective of the Program (HPMP2) is in line with the implementation of the Law on Chemical Substances no. 277/2018, which provides for the creation of a centralized system of registration and registration of chemical substances through the Automated Information System "Register of Chemicals Placed on the Market of the Republic of Moldova" - SIA "REPC" (Article 30).

SIA "REPC" forms the specialized information resource on chemical products placed on the market of the Republic of Moldova. SIA "REPC" will manage the processes of receiving and processing annual reports of manufacturers and importers of chemicals, requests for permissive acts, and will increase the effectiveness of the interaction between the public authorities involved in the management and monitoring of chemical substances / mixtures.

SIA "REPC" will include information on chemicals placed on the market indicating the toxic, physicochemical, biological, environmental, hygienic and ecological properties at the stage of production, import, export, transport and use of the substances / chemical mixtures in the Republic of Moldova.

SIA "REPC" is formed on the basis of registration of chemical substances according to art. 21, the issuance of the authorization according to art. 24, as well as the presentation of the information and reporting provided for in art. 15 and 29 of the Law on Chemical Substances 277/2018.

The functional contour associated with ODS reporting within SIA "REPC" shall include the following:

1) Authorization for the import or export of ozone-depleting substances, equipment and products containing such substances (Law 160/2011 on Regulating Authorization of Entrepreneurial Activity);

2) The Central Operator Register (RCOE) as an electronic database system for ODSs, F-Gas, HCFC in accordance with the Regulation on the commercial regime and regulation of the use of halogenated hydrocarbons destroying the ozone layer Law no. 852/2002 and the Programme for Phase-out of the hydrochlorofluorocarbons for 2016-2040 and Action Plan for its implementation during 2016-2020 GD no. 856/2016.

3) Centralized Report Database (BDCR) as an electronic data bank and data reporting system.

  1. SCOPE OF WORK, KEY ACTIVITIES AND EXPECTED OUTPUTS

The overall objective of the assignment is to support Ministry of Agriculture, Regional Development and Environment (Ozone Unit) in development of technical specifications /ToRs for State Information System on Chemicals Product Registry of the Republic of Moldova development and implementation.

Specifically, the ITC Consultant shall have the following responsibilities:

  • Undertake a desk review of the core and supporting business process stipulated within the Draft Technical Concept on SIA REPC
  • Adjust the draft Concept of the IT System of SIA REPC in conjunction with the SIA GEAP (authorizations counter)
  • Develop the technical specifications / ToRs for the SIA REPC in accordance with the Concept discussed and agreed with the Ministry of Agriculture, Regional Development and Environment and based on obligatory content chapters (according to Law 71/2007 regarding state registries and Law 277/2018 on chemicals, Law nr. 852/2002)
  • Contribute to the development of the tender documents in connection to the IT SIA REPC software development, participation in the evaluation procedure
  • Develop the technical specifications of the IT network equipment needed for SIA REPC functioning
  • Perform other tasks as requested by the project.

The outputs and the all the complementary documents shall be prepared in Romanian language.

The volume of work has been estimated at 40 working days for the entire assignment during which all the activities and outputs/results envisaged under the present assignment are expected to be delivered.  The mentioned number of working days has been estimated as being sufficient/ feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment, and it cannot be used as criteria for completion of work/assignment.

Management Arrangements: The ITC expert will work in close collaboration with Ministry of Agriculture, Regional Development and Environment (Ozone Unit).

The provision of envisaged deliverables approved by the Coordinator of the Ozone Office would be the only criteria for the experts’ work (timeliness, responsibility, initiative, communication, accuracy and quality of the products delivered) being considered completed and eligible for payments.

Financial Arrangements: Payments will be done (lump sum) upon total completion of the deliverables (where possible) and submission of the report approved by the Coordinator of the Ozone Office.

     4. REQUIREMENTS FOR QUALIFICATIONS AND EXPERIENCE

Academic Qualifications:

  • University degree with 3 year of continues studies in engineering, information technology or other related fields; MA equivalent in the same fields will be considered an advantage.

Experience and knowledge:

  • At least 5 years of professional experience in working on system analysis, development of concepts, roadmaps, strategies and /or functional and technical specifications for complex IT Systems;
  • Specific experience in building ICT infrastructure, proven through the design of at least 2 information systems (involvement of applicant in development of at least one IT system must be specified in CV);
  • Previous professional experience in dealing with data exchange and interoperability framework (M-Connect, M-Cloud, M-Sign, M-Pass, etc);
  • Previous experience in leading project management teams with be strong asset.

Competencies and skills:

  • Understanding of the web/software accessibility issues;
  • Ability to analyze, plan, manage diversity of views, adapt to different environments (cultural, economic, political and social);
  • Extensive research and analytical skills;
  • Fluency in Romanian and Russian is required. Good command of written and spoken English would be an advantage.

Personal qualities:

  • Responsibility, creativity, flexibility and punctuality;
  • Ability to solve difficult and challenging projects;
