Background

The new phase of EU Confidence Building Measures Programme, funded by the European Union and implemented by UNDP, has the overall objective to contribute to the facilitation of the settlement of the Transnistrian conflict by supporting the increase of confidence between Chisinau and Tiraspol through joint initiatives involving local authorities, civil society organizations and other stakeholders from both sides of the river.

Specific objectives:

  • To contribute to economic and social development by ensuring a more equal access to the opportunities provided by the AA and its DCFTA and integration between the two banks of the Nistru River;
  • To tackle the growing disparity between the Transnistrian Region and the rest of the country by supporting local development and CSOs;
  • To continue supporting the sectoral rapprochement in pilot sectors (i.e. Culture and others) and to progressively include Transnistria in Moldovan-wide development initiatives in order to facilitate the future reintegration while limiting the development gap between both banks;
  • To support the activities of media on both banks of Nistru river through common media production.

The programme will represent a framework for engaging in development interventions across the security zone on both sides of the Nistru/Dniestr River, in line with agreements reached in the 5+2 negotiation process. As such, it is comprised of a series of activities that will strengthen, regularize and intensify interaction between otherwise divided societies, aiming to establish this interaction as a norm. It looks to deal strategically with barriers to cooperation experienced by all development cooperation actors working in Transnistria by building the trust towards such actions and broadening opportunities for engagement for a wide range of actors. Special focus will be given to balancing the actual support of the programme to communities on both banks of the Nistru/Dniestr River.

Duties and Responsibilities

Under the guidance and direct supervision of the Programme Manager the incumbent contributes to an effective and efficient implementation of capacity building activities to the cross-river sectoral platforms, including to beneficiaries of the Small Grants Programme, by advocating interests of stakeholders from both banks through a range of actions contributing to the design, planning, management and monitoring of project activities. The officer strengthens the thematic platforms, to provide representation, advocacy and networking support to stakeholders across the river. In the frame of the Small Grants Programme he also supports the most relevant cross river partnerships and confidence building activities. The officer organizes round tables and support the pre-competitions conferences for the Social Infrastructure and Cultural and Historical Heritage sub-components.

The Project Officer applies and promotes the principles of results-based management (RBM), as well as client-oriented approach consistent with UNDP rules and regulations.

The Project Officer works in close collaboration with the Programme team for effective achievement of results, anticipating and contributing to resolve complex programme/project-related issues and information delivery. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as to implement the effective internal control systems.

The Project Officer/Capacity Development in close cooperation with the Programme team, under the direct guidance and supervision of the Programme Manager, ensures the provision of development services and products (commensurate with the scope of the Programme) of the highest quality and standards to national counterparts and clients by applying HRBA and GE approaches. The incumbent is responsible for the implementation of activities related to following programme sub-components [2] Assistance for Community Development and Cross-River CSO’ Sectoral Platforms, tackling with capacity building and community mobilisation activities as well as organize round-tables, pre-competitions conferences for the [3] Cultural and Historical Heritage Support. More specifically:

  • Ensures practical coordination of assigned areas of Programme activities to meet expected results. Namely, promotes development of communities through direct support to local development initiatives which foster cross-river cooperation;
  • Establishes the thematic platforms as a tool for continuous cross-river cooperation and guides leading organizations in the process of identifying, mobilizing new members to join (including NGOs that will benefit of the Small Grants Programme to be selected in open competition). Assesses the needs of platform members, designs an Action Plan for each platform, ensures platforms’ functionality and negotiate with platform members their operations;
  • Provides inputs to improve the sustainability of thematic platforms and of its members (including NGOs from both banks benefiting of SGP). Follows up and ensures the sustainability of activities implemented in the frame of thematic platforms;
  • Transforms the cross-river thematic platforms in viable tools which generate and implement projects that can solve the emerging needs of people from both banks. Strengthens the thematic platforms and partnerships by building new capacities;
  • Organizes Committees to select the NGOs to benefit of the Small Grants Programme. Assess NGOs needs / capacities and coordinates support to be provided for the successful implementation of projects activities. Monitors and coaches benefiting organizations to maximize the confidence building impact of implemented initiatives;
  • Ensures a synergy between Social Infrastructure projects from both banks of the Nistru River and supports the confidence-building initiatives;
  • Ensures the development of relevant capacity assessment tools of project partners/communities, especially of beneficiaries of the Social Infrastructure component. Identifies the major capacity gaps of the potential local partners and contributes to development of partners’ Capacity Development Strategy and Action Plan;
  • Supports the Programme team to organize calls for proposals for grant provision. Assists local authorities and civil society beneficiaries to submit expression of interest. Assists in preliminary evaluation of submitted proposals. Provides support in development of project proposals selected for funding;
  • Ensures the capacity needs assessment of the selected partners and the implementation of relevant training programmes;
  • Establishes in-house monitoring and evaluation systems as well as monitors and follows up implemented projects by partners, according to the grant agreements and UNDP procedures. Maintains accurate written communication with subcontractors in accordance with UNDP procedures and requirements;
  • Ensures timely submission of financial and activity reports by Programme partners and ensure harmonized reporting by recipients on key performance indicators. Advises Programme partners on strategies to facilitate results-based implementation of project activities, and ensures constant feedback on quality of their implementation, suggesting corrective measures if necessary;
  • Contributes to the annual activity and procurement work plans as well as budgets based on expected yearend outputs. Ensures close monitoring of activities and disbursements. Contributes to the preparation of qualitative work plans and financial progress reports as may be required by the Programme Manager. Provides support for the preparation of procurement/contracting and financial delivery reports for UNDP management. Timely submits the above-mentioned deliverables;
  • Contributes to the wide dissemination and visibility of Programme achievements. Supports mechanisms for exchange of information, experience and lessons learned at the local and national levels;
  • Applies UNDP programming tools and policies as explained in the Results Management Guide. Keeps abreast of UNDP programming practices and maintains an optimum level of knowledge by continuous learning;
  • Performs any other duties connected directly with the implementation of the Programme as required.

Key Results:

The key results have a direct impact on the overall successful achievement of the European Union Confidence Building Measures (V) Programme. Accurate analysis and presentation of information enhances UNDP’s position as a strong development partner. The information provided facilitates decision-making of the Project Board, the Beneficiary and UNDP management.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s Degree or equivalent) in public administration, management, economics, social sciences, political science, law or related areas. Additional training and certification in project management would be an advantage.

Experience:

  • At least five years of progressively responsible experience is required at the national or international level in area of civil society organizations development or local development;
  • Experience in capacity development programmes, project design, implementation, monitoring and evaluation;
  • Experience of work in Transnistria region and/or in managing programmes financed by European Union is considered an asset;
  • Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO or private sector / consulting firm is considered a strong advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Language Requirements:

  • Fluency in oral and written English, Romanian and Russian.
  • Knowledge of one or more minority languages relevant for Moldova, including Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is considered an asset.
