Activity Background

The Moldova Structural Reform Program (2017-2021) is a USAID-funded, four-year project that aims to improve the business and trade environment in Moldova by helping Government of Moldova institutions and private sector accelerate the implementation of trade liberalization mechanisms, adopt structural and business enabling reforms, and improve strategic communications between private and public actors. The project field office will be located in Chisinau, Moldova.

Roles and Responsibilities

The Junior Trade Specialist will report to the Deputy Chief of Party and will be responsible for supporting the implementation of the trade related objectives of Component 1 “Improve Compliance and Implementation of International Trade Agreements” and Component 4 “Cross-Cutting Trade Corridor Enhancements Fund” of the Program. S/he will assist senior experts in providing technical assistance and advice for trade policy issues and will assist in supporting the implementation of DCFTA reforms, as well as the implementation of commitments under the WTO Trade Facilitation Agreement. Specific tasks include:

  • Assist in reviewing the status of DCFTA policy objectives and progress on the implementation of the National Action Plan on the implementation of AA/DCFTA and recommend activities to tackle unimplemented reforms;
  • Assist in overseeing and analyzing the implementation of the WTO Trade Facilitation Agreement and the National Plan on Trade Facilitation for 2018-2020;
  • Under the direction of DCOP assist in providing support, among others, to the Ministry of Economy and Infrastructure, Customs Service, Economic Council to the Prime Minister, National Committee on Trade Facilitation and business associations;
  • Promote trade corridor management and innovations/improvements.

Minimum Qualifications

  • An advanced university degree in economics, law, business administration or related field;
  • Good knowledge and understanding of the World Trade Organization and member commitments under the Trade Facilitation Agreement and other international agreements;
  • Knowledge of public institutions in Moldova and private sector organizations;
  • Experience on international trade and trade policy issues is preferred but not required;
  • Ability to draft reports of meetings, and other texts, and to present thoughts in a logical, succinct, articulate and persuasive manner, both orally and in written form;
  • Ability to familiarize oneself quickly and to work with voluminous written materials; the ability to analyze complex technical, economic and policy matters;
  • Ability to work independently as well as to cooperate with others;
  • Fluent in written and spoken English and Romanian.
