The OSCE Office for Democratic Institutions and Human Rights (ODIHR) is the leading agency in Europe in the field of election observation. The Office co-ordinates and organizes the deployment of numerous observation missions, with thousands of observers, every year to assess the compliance of elections in OSCE participating States with OSCE commitments and other international obligations and standards for democratic elections, and with national legislation. ODIHR’s unique methodology provides in-depth insights into all elements of an electoral process, allowing the Office to offer concrete recommendations to further improve electoral processes. Following an official invitation from the authorities of Moldova, ODIHR is deploying an Election Observation Mission (EOM) for the upcoming parliamentary elections scheduled for 24 February 2019. In this connection, ODIHR is looking to recruit national support staff for the below mentioned positions on full-time basis:

Programmatic positions:

  • ELE/MOL Executive Assistant to the Head of Mission (HoM) – 1 position,
  • ELE/MOL Administrative Assistant Deputy Head of Mission (DHoM) – 1 position, 
  • ELE/MOL Senior Political Analyst Assistant – 1 position
  • ELE/MOL Senior Election Analyst Assistant – 1 position, 
  • ELE/MOL Senior Legal Analyst Assistant – 1 position, 
  • ELE/MOL Senior Media Analyst Assistant – 1 position,
  • ELE/MOL Media Monitors – 6 positions, 
  • ELE/MOL Parliamentary Liason Officer assistant – 1 position (short-term, 2 weeks approximately)
  • ELE/MOL National Minorities Analyst assistant – 1 position 
  • ELE/MOL Senior LTO Coordinator  Assistant– 1 position 

Administrative positions:

  • ELE/MOL Security Expert Assistant – 1 position, 
  • ELE/MOL Senior Operations Expert Assistant – 1 position,
  • ELE/MOL Junior Operations Expert Assistant – 3 positions (short-term, approximately 2 weeks employment), 
  • ELE/MOL Senior IT and Communications Assistant – 1 position, 
  • ELE/MOL Senior Procurement and Contracting Officer Assistant – 1 position, 
  • ELE/MOL Finance assistant  – 1 position, 
  • ELE/MOL Front Office Assistant – 1 position, 
  • ELE/MOL Driver with own vehicle (one mini-van) – 3 positions,
  • ELE/MOL Temporary driver with own vehicle for election period – 2 positions (short-term, one week approximately)
  • ELE/MOL Cleaner – 1 position.

Start date of employment for programmatic positions: 16 January 2019 (approx.)

Start date of employment for administrative positions:  5 January 2019 (approx.)

Start date of employment for regional positions:  23 January 2019 (approx.)

Approximate duration of employment: 5 - 11 weeks depending on the post. 

Location: Chisinau (except drivers and assistants for Long-Term Observers)  

Remuneration is commensurate with the qualifications of the incumbent and requirements of the post, and is similar to those offered under the United Nations Common System for general services employees (in accordance with established OSCE rates). Social security will include participation in the OSCE life and accident disability insurance scheme.
