Policy Adviser

The German Development Cooperation through GIZ is looking for a Policy Adviser within its “Government Advice on Economic Development” Project.

The overall responsibilities provided for this position are as follows:

  • developing and supporting feasible policy reform proposals which promote sustainable economic development;
  • providing professional advice to Government structures at high levels for the main objective to organize support for reforms that lead to job generation, increased tax revenues and higher welfare for the citizens;
  • supporting, drafting and advising on policy measures aimed at improving the investment climate, promoting the linkage between local Small and Medium Enterprises (SMEs) and international investors and improving the income and employment opportunities for disadvantaged groups.

The focus of the advisory work shall be on the State Chancellery and specifically directed towards the General Secretary of the Moldovan Government.

Required qualifications:

  • degree (Master or PhD) in Business Administration, International Economics or a related relevant topic;
  • at least 6 years of professional working experience, out of which 3 years preferably within the area of policy development, government advisory work or related fields;
  • demonstrated competence in Policy Analysis;
  • ability to establish and maintain excellent communication with the high-level national partners – Government institutions, Parliament administration etc.;
  • proven ability to interact with senior managers of international corporations and organizations;
  • developed personal network within the Moldovan Government and business structures;
  • problem-solving skills, the ability to negotiate, strong team skills and excellent communication, interpersonal and management skills;
  • clear understanding of national economic priorities;
  • fluency in Romanian and English is a must; knowledge of German, French, Russian, Italian or Spanish would be an asset;
  • strong IT skills, analytical and report writing skills;
  • Moldovan citizenship or holding permanent resident status in Moldova.
