Senior Policy Adviser

The German Development Cooperation through GIZ is looking for a Senior Policy Adviser within its “Government Advice on Economic Development” Project.

The overall responsibilities provided for this position are as follows:

  • ensuring the development, management and further strengthening of the project’s policy component through identification of strategic directions and subjects for the achievement of the project goals;
  • ensuring at implementation level proper budgeting, permanent adaptation of the respective intervention designs, prioritization of interventions in close coordination with beneficiaries;
  • providing professional advice to Government structures on high level, taking up policy proposals from businesses, business associations and consultants, analysing and assessing them from content and practical point of view;
  • ensuring the planning and implementation of the Moldovan parts of the projects financed from regional funds (namely, Eastern Partnership Regional Fund for Public Administration Reform (EPRFPAR)).

Required qualifications:

  • degree (Master or PhD) in Business Administration, International Economics or a related relevant topic;
  • at least 5 years of professional working experience, out of which 5 years preferably within the area of policy development, government advisory work or related fields.;
  • leadership skills and motivation to take over complex tasks;
  • demonstrated competence in Policy Analysis;
  • ability to establish and maintain excellent communication with the high-level national partners – Government institutions, Parliament administration etc.;
  • proven ability to interact with senior managers of international corporations and organizations;
  • developed personal network within Moldovan Government and business structures;
  • problem-solving skills, the ability to negotiate, team skills, and excellent communication skills, interpersonal and management skills;
  • clear understanding of national economic priorities;
  • fluency in Romanian and English is a must; knowledge of German, French, Russian, Italian or Spanish would be an asset;
  • strong IT skills, analytical and report writing skills;
  • experience in working with disadvantaged groups would be a significant advantage;
  • Moldovan citizenship or holding permanent resident status in Moldova.
