Senior Adviser on Investment Promotion

The German Development Cooperation through GIZ is looking for a Senior Adviser on Investment Promotion within its “Government Advice on Economic Development” Project.

The overall responsibilities provided for this position are as follows:

  • independently managing the component Investment Promotion (focus on TAFL, Agriculture, Automotive and Electronics, ICT & BPO sectors and regional outreach activities) in accordance with project’s goals and activities agreed with the partner;
  • ensuring the strengthening of linkages between local Small and Medium Enterprises (SME) and Foreign Direct Investments (FDI), as well as development of employability of persons with high poverty risk;
  • providing professional advice to partners and cooperating with important public and private stakeholders;
  • ensuring the attraction of new foreign and local investments, focussed on government’s priority sectors, securing and promoting existing investments;
  • ensuring the transfer of results and experience from investment promotion into policy reform proposals for an improved business climate;
  • providing support to project partners in representing the Republic of Moldova at international events and conferences in the field of investment promotion;
  • ensuring and supporting cooperation with government partners, private sector representatives, non-governmental organisations and individuals, as well as with other development projects;
  • ensuring project knowledge management and transfer, related monitoring and reporting.

Required qualifications:

  • degree (Master or PhD) in Business Administration, International Economics or a related relevant topic;
  • at least 10 years of professional working experience, out of which 5 years preferably within the area of investment promotion;
  • leadership skills and motivation to take over complex tasks;
  • proven ability to interact with senior managers of international corporations and organizations, as well to establish and maintain excellent communication with high-level national partners;
  • developed personal network within the Moldovan and international business environment;
  • professional experience in development cooperation is an advantage;
  • problem-solving skills, the ability to negotiate, team skills and excellent communication skills, interpersonal and management skills;
  • clear understanding of national economic priorities;
  • fluency in Romanian and English is a must, knowledge of German is an asset;
  • strong IT skills, analytical and report writing skills;
  • Moldovan citizenship or holding permanent resident status in Moldova.
