Adviser on Dual Vocational Education and Training (VET) for the Central Region

The German Development Cooperation through GIZ is looking for an Adviser on Dual Vocational Education and Training (VET) for the Central Region within its “Support to Vocational Education in the Field of Green Economy” Project.

The Adviser is responsible for providing professional advisory services to the Chamber of Commerce and Industry (CCI) regional branches in the Central Region of Moldova, as well as to VET providers and selected private businesses in establishing and implementing dual VET cooperation programmes. The permanent workplace of the candidate is located at CCI Orhei.

The overall responsibilities provided for this position are as follows:

  • providing professional advisory services to the CCI subsidiaries from the Central region to fulfil their mandate as “competent body” within the dual VET system, as defined by the national legislation;
  • ensuring the creation of partnerships between CCI and actors from the local civil society for attracting young people towards dual VET;
  • providing advisory support to stakeholders to analyze results of the existing dual VET programmes in the Central region and to propose instruments for quality improvement;
  • ensuring the communication with general education authorities and schools, in order to include dual VET in professional orientation activities.
  • providing advisory support to stakeholder in issues of developing instruments to increase the enrolment rate of women from rural areas in dual VET programmes.

Required qualifications:

  • Bachelor and/or Master Degree in one of the following subjects:Education, Economics, Human Resources Development, Business Administration, or a related area;
  • at least 5 years of professional working experience, ideally in business development and/or education, with a focus on private sector and/or VET;
  • good knowledge of main features of the dual VET system, including its relation to shaping skills needs on the labour market in Moldova;
  • previous expertise in interacting with private sector, educational institutions and social partners;
  • experience in working with disadvantaged groups would be an asset;
  • proven experience in coordinating capacity development programmes;
  • ability to establish and coordinate networks consisting of a wide range of partners from diverse backgrounds;
  • fluency in Romanian and English; knowledge of Russian would be an asset;
  • willing and able to travel inside the country;
  • excellent drafting and presentation skills;
  • willingness to upskill as required by the tasks to be performed – corresponding measures to be agreed with management;
  • a valid category B driving licence;
  • Moldovan citizenship or holding permanent resident status in Moldova.
