Adviser on Labour Market and Standards (VET)

The German Development Cooperation through GIZ is looking for an Adviser on Labour Market and Standards within its “Support to Vocational Education and Training (VET) in the field of Green Economy” Project.

The overall responsibilities provided for this position are as follows:

  • providing professional advice to the Ministry of Education, Culture and Research (MoECR) on further development of regulatory instruments (regulations, qualification standards, training programs) for a demand-oriented dual VET for sustainable development;
  • providing support to the relevant public local authorities on further development of dual VET models;
  • ensuring the elaboration of evidence-based labour market analyses in close cooperation with the MoECR and development of recommendations on required regulatory instruments for a demand-oriented and green dual VET;
  • ensuring the communication linkages between MoECR and other relevant education and research institutions and the private sector in order to organize public-private dialogues in different formats.

Required qualifications:

  • Bachelor and/or Master’s Degree in one of the following subjects: Education, Economics, Human Resources Development, Business Administration, or a related area;
  • qualified in an internationally recognized Occupational Analysis Methodology;
  • at least 5 years of professional working experience, ideally in private as well as in public/consulting sectors;
  • previous expertise in labour market and dual VET;
  • demonstrated competence in research, strategy and policy analysis;
  • deep understanding of the role of the private sector in shaping skills needs on the labour market in Moldova;
  • proven ability to interact with companies, as well as with public authorities and social partners at all levels;
  • the candidate should possess problem-solving skills, ability to negotiate, be a strong team player;
  • excellent communication, interpersonal and management skills;
  • very good working knowledge of ICT (related software and online communication) and computer applications (e.g. MS Office);
  • fluency in Romanian and English; knowledge of Russian would be an asset;
  • willing and able to travel inside the country;
  • excellent drafting and presentation skills;
  • Moldovan citizenship or holding permanent resident status in Moldova.
