Adviser on Dual Vocational Education and Training (VET) to the Ministry of Education, Culture and Research (MoECR)

The German Development Cooperation through GIZ is looking for an Adviser on Dual Vocational Education and Training (VET) to the Ministry of Education, Culture and Research (MoECR) within its “Support to Vocational Education in the Field of Green Economy” Project.

The overall responsibilities provided for this position are as follows:

  • ensuring the development and acknowledgement of education sector stakeholders’ capacity to fulfil their mandate within dual VET and contribute to raising the overall profile of VET in Moldova;
  • providing support to stakeholders in developing proposals to improve the legislative and regulatory framework on dual VET with regard to mandates and responsibilities of VET providers;
  • ensuring the development of proposals for relevant line Ministries and central public authorities for and active engagement in the implementation of dual VET programmes with increased emphasis on green economy;
  • providing advice to MoECR and relevant stakeholders in the process of aligning the National Development Strategy (NDS) “Moldova 2030” provisions with regard to dual VET and green economy with the secondary level regulatory framework.

Required qualifications:

  • Bachelor/Master’s Degree (or equivalent) in one of the following subjects:

Education, Economics, Human Resources Development, Business Administration, or a related area;

  • at least 5 years of professional working experience, ideally in private sector development and/or education with either private or public providers;
  • demonstrated competence in research, strategy and policy analysis in the field of education;
  • solid knowledge on the state of play of dual VET in both traditional systems as well as in Moldova;
  • previous expertise in dual VET strategic and normative development and implementation would be a strong asset;
  • prior expertise in Quality Assurance in education;
  • ideally, previous experience with capacity building of teaching staff and/or in-company trainers;
  • fluency in Romanian and English; knowledge of Russian and German would be an asset;
  • the candidate should possess problem-solving skills, ability to negotiate, be a strong team player;
  • Moldovan citizenship or holding permanent resident status in Moldova.
