The two-year project “Support to capacity development and motivation of the Public Administration employees in the Republic of Moldova “supports the horizontal public administration reform process in Moldova. It contributes to the improvement of the efficiency, effectiveness and accountability of Moldovan Public Administrations on national and sub-national level, in line with the European Principles of Public Administration defined by the SIGMA Program and improving professional capacity and motivation of public employees.

The project is looking for two Long-term local experts to join the project team: 1) one Administrative Legislation Expert and 2) one Civil Service Training Expert. The local experts will support the activities of the key experts with particular emphasis on day-to-day work required for the proper implementation of the project.

Common general requirements for both positions:

  • minimum 7 years of relevant professional experience
  • Romanian/Russian mother tongue
  • fluency in both oral and written English
  • excellent communication skills
  • full computer literacy
  • past experience in working within a team
  • previous experience in EU funded or other international projects will represent an important advantage

Position No. 1. Administrative Legislation Expert (1)

     The Administrative Legislation Expert specific requirements are:

  • degree in law or administrative sciences or equivalent
  • acquaintance with the administrative reform in Moldova
  • proven ability in English and Romanian/Russian language
  • proven ability in analysing complex legal text will represent an important advantage
  • previous experience in legislation drafting activities will represent an important advantage

Position No. 2. Civil Service Training Expert (1)

   The Civil Service Training Expert specific requirements are:

  • degree in social science, psychology, administrative or political science or equivalent qualification
  • previous experience in organising training programmes for civil servants, including editing and publishing of training materials, will represent an important advantage
  • familiarity with civil service training systems in Moldova and EU member states
  • demonstrated knowledge in implementing Training Needs Assessment and Capacity Needs Assessment
  • ability in programming and implementing training programmes including Training of Trainers
  • ability in training monitoring and evaluation would be a relevant advantage
