The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services.
The Agency seeks to engage an experienced local consultant for the position of Inter-Component Coordinator to coordinate activities related to reform management in the area of modernization of government services, envisaged under Component 1 of MGSP (specifically sub-component 1.2 and sub-component 1.4) with other activities of the Project, and to ensure support to the State Chancellery PA Directorate in planning, managing and coordinating activities under Component 3 of MGSP.

The e-Governance Agency now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions) and meet the following minimum qualification requirements:
• University or higher degree in public administration, law, political sciences, HRM or similar; Master’s Degree or Ph.D. would be an advantage;
• At least 8 years of professional experience in, or working with, national and/or international institutions in the field of policy development and reform management coordination;
• Proven experience (minimum 5 years) in legal or public administration/civil service reform projects in developing and delivering governmental policies: draft policy-reform papers, concepts, laws, regulations, recommendations;
• Proven experience (minimum 3 years) in the developing and application of HRM policies and procedures in the Republic of Moldova;
• Team management skills obtained by working in similar projects or in the national/international public administration institutions;
• Extensive experience with Public Administration Reform with a focus on improving quality of public services, modernization of government services and e-Transformation agenda would be an asset;
• Ability to work effectively with high-ranking government officials, to advise and interact with all levels of management and staff;
• Experience in mainstreaming gender, social inclusion and citizen engagement in public policies and normative frameworks would be a strong advantage;
• Experience with World Bank, IMF, UNO and other donors financed projects is desirable;
• Computer proficiency (Windows, MS Office, Internet Explorer);

Ability to effectively communicate and write in Romanian and English. Knowledge of Russian will be considered an asset. 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.

Time Frame: This is a full-time assignment to be performed during the period September – December 2018 and could be extended subject to the consultant’s satisfactory performance.
