Summary of the project: 

Comunitatea Mea is a program administered by IREX and funded by the United States Agency for International Development (USAID). The program’s purpose over the course of the 5 years is to improve the capacity of local authorities, including their ability to work inclusively with citizens and civil society, to increase revenues, improve financial management practices, build stronger checks and balances between the central and local governments, and facilitating public-private partnerships and inter-municipal cooperation.

Roles and responsibilities:

The Investment Planning Expert will have primary responsibility to support partner communities in assessing municipal development strategies, and developing corresponding capital investment programs,  multi-year financial planning and investments financing frameworks. S/he will report to the Local Governance Advisor. The position is based in the Chisinau office with travel as needed throughout Moldova.


  • Lead capacity building and program activities to improve integrated municipal development planning and financing in the targeted LPAs
  • In close collaboration with local governance finance advisor, public financial management specialists and regionally-based tactical teams support target municipalities in the development of Capital Investment Plan (CIP) /Multi-year Financial Plan (MFP) and other innovative instruments of municipal strategic planning framework using a participatory and inclusive process.
  • In consultation with Small Scale Construction Manager define criteria for project selection and assess/prioritize projects ready for investment relative to local development strategic planning framework defined through CM assistance.
  • Provide assistance to partner LPAs in applying multi-year financial planning tool to establish feasible balance between current and capital expenditures, estimate financing capacity of the LPAs and define most feasible scenarios for financing of priority capital investment projects according to identified local investments finance modalities.
  • In collaboration with Communication Specialist and other relevant members of CM team organize pertinent events, promote and communicate LPAs investment needs and opportunities to regional and central government institutions, donors, and financing institutions to assist in securing complementary resources for leveraging of CM assistance.
  • Review, assess and refine existing materials and develop new materials as needed on integrated municipal strategic planning and financing.
  • Lend expertise to quality assurance and quality control of related technical activities.

 Quality Assurance and Reporting

  • Ensure that relevant technical elements of the work plans are being successfully implemented;
  • Participate in weekly/bi-weekly project team meetings to discuss progress, upcoming activities and events.
  • Provide inputs for the drafting of the project monthly and quarterly reports for USAID, as well as drafting other project updates and work plans as requested by COP or DCOP; and
  • Provide support to Monitoring and Evaluation team.


  • Contribute to team effort by undertaking additional tasks and responsibilities

Qualifications (minimum requirements):

Education: Bachelor’s degree in business administration, economics, public finance or related field preferred. Master degree is an advantage.

Work experience: At least 7 years of experience in strategic planning and multi-year capital investment and financial forecasting/planning, preferred at the municipal level. Experience on USAID-funded projects is an advantage;

Skills: Thorough knowledge and understanding of strategic planning and capital investment programing process in Moldova and its challenges. Proven experience of connecting strategic planning objectives with multi-year investment programs and long term financial forecasts in Moldova. An understanding of how to effectively carry out technical assistance activities at the local level. Strong interpersonal skills and demonstrated pro-active approach to problem solving. Proficient in Microsoft Office package, especially Excel, Power Point, Outlook and Word. 

Languages:  Fluency in Romanian, English and Russian required.
