The Organization

About FSEA - FSEA was conceived by three American small business owners in Moldova as a way to band together to improve the “way business works” in Moldova. All three had experienced corruption, needless bureaucracy, and a system badly in need of reform - but completely uninterested in changing. FSEA was created as an “Asociația Patronală” or “Employers Association” as a mechanism to bring together members of Moldova’s Small Business Community to collectively engage in supporting positive change.

FSEA is a membership-based organization composing of over 40 companies and representing 400+ Employees across diverse industries. Companies are 53% Moldovan; 45% Mixed-Capital; 2% Foreign. FSEA supports its members via networking and social events, “First Call” emergency resource and via advocacy on Prime Minister’s Economic Council, Customs Advisory Council, and direct to key government institutions.

Project Description

FSEA will implement a 12 month project, “A stronger voice for Small Businesses” funded by a grant from the United States Department of State. The project will encourage and support Business to Government dialog between member companies, non-member SMEs in Moldova and the Moldovan Government. Companies will be presented with numerous opportunities to interact directly with Government officials and will be presented with multiple avenues for civic engagement in the legislative and regulatory process through individual input and collective action. At the end of this project period, the positions added and activities engaged in will continue to be provided to FSEA members in order to build on the dialog created here towards a sustainable system of participatory regulatory processes where all stakeholders are engaged in the governing and processes that closest affect them.

Job responsibilities:

  1. Act as internal “Legal Watchdog”. Monitor upcoming legislative changes and evaluating which industries and businesses will be most affected.  
  2. Work with FSEA advocacy committees formed upon common interest. FSEA Committees will meet as needed (minimum quarterly).
  3. Proactively structure legislative input under the guidance of the Executive Director and FSEA Board of Directors.
  4. Create Position Papers on relevant legislative proposals. Topics of focused will be chosen by the standing Committees or by ad-hoc committees.
  5. Assist FSEA at Prime Minister's Economic Council throughout the project year. FSEA will bring member concerns to this platform. Concerns will be voiced in spoken statements by the Executive Director, direct appearances by member company representatives or by a presentation of written position papers as appropriate.  

Required Skills / Experience

  • Master’s degree in Law;
  • Strong knowledge of the Moldovan legal and regulatory framework in the field of the economy;
  • Analytical and legal writing skills;
  • Interpersonal skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively;
  • Knowledge of the English language, both spoken and written;

Salary and Benefits

The time commitment is approximately 16 hours per month with $224 net/month.
