HEKS Moldova is looking for a National Program Manager

HEKS/EPER, is the aid organisation of the Protestant Churches of Switzerland and has its headquarters in Zurich/Switzerland. HEKS/EPER is active in development cooperation and focuses, amongst others, on access to services, inclusion & governance and empowering right-holders and capacitating duty bearers. HEKS/EPER has its own coordination offices in approximately 20 key countries and around 200 projects worldwide. HEKS/EPER is active in Moldova since 2004 and implements projects in cooperation with local public authorities and local civil society organizations since 2006.

Together with our consortium members, we are looking for a:

National Program Manager (f/m; 100%), based in Chisinau, Republic of Moldova.

SDC has tendered the program “Moldova: Engaged People – Strong Municipalities (EPSM)” (Preparatory Phase 01.02.2019 – 31.10.2019; Phase I 01.11.2019 – 31.10.2023). As stated in the tender document, the program’s overall long-term vision is that– bolstered by a coherent policy framework – women and men, especially members of excluded groups, will be empowered to voice their needs and demand quality public services.

SDC is looking for an organization or consortium with in-depth knowledge of local governance systems, in particular the institutional capacity of local public authorities, their ability to mobilise locally own revenue sources, regionalisation of services and functional competencies in service delivery, civil society engagement in local decision-making, as well as sound experience in policy dialogue and influencing ongoing governance reforms.

The implementing phase 1 (48 months) will comprise the implementation of the program in-line with the program documents to be developed in the inception phase. The total volume of the administrated funds (operational funds) for the Phase I is estimated to be at around CHF 3’500’000.


  • Assist the international team leader in strategic steering and designing, and overall management of the program as per accepted program document.
  • Manage the Program Coordination Unit (PCU) team and the partners in implementing the program’s tasks.
  • Management of the Program Coordination Unit (PCU): office, human resources, finances and administration; in coordination with international team leader.
  • Apply a systemic local governance approach and stimulate an innovative and constructive learning environment among team and partners.
  • Ensure the development of the monitoring and results measurement (MRM) system, as well as knowledge management for steering, accountability and learning.
  • Promote cooperation and coordination with other projects supported by SDC within the Local Governance domain as well as other projects funded by other donors in this area.

The national program manager reports to the international team leader (Head of PCU) and will benefit from technical and thematic support by a multidisciplinary experienced team from the thematic backstopping (distant coaching and on-site inputs).


  • Academic degree (Master or equivalent) in public administration, development studies or related fields in social science.
  • Knowledge and experience in the areas of local governance, social inclusion, social cohesion, accountability systems, territorial-administrative reform public finance management.
  • Significant experience in working with local public authorities, civil society organizations and other institutions relevant in local governance.
  • Strong managerial skills, including result-oriented management, strategic planning, human resources management, and financial management skills.  
  • Strong analytical skills and strong capacity to think systemic.
  • Strong interpersonal, intercultural and communication skills.
  • Excellent language skills in English, Romanian and Russian.

The National Program Manager will work under a HEKS Moldova contract. The recruitment is subject to the successful approval by the Swiss Agency for Development and Cooperation (SDC) of the consortium’s bid to the tender. The start of assignment is matter of discussion.
