HEKS Moldova, the representation of the Swiss NGO HEKS/EPER in Moldova, is looking for a:

Monitoring & Results Measurement Manager (f/m; 100%), based in Chisinau, Republic of Moldova.

The recruitment is subject to the successful approval by the Swiss Agency for Development and Cooperation (SDC) of the consortium’s bid to the tender.

SDC has tendered the program “Moldova: Engaged People – Strong Municipalities (EPSM)” (Preparatory Phase 01.02.2019 – 31.10.2019; Phase I 01.11.2019 – 31.10.2023). As stated in the tender document, the program’s overall long-term vision is that– bolstered by a coherent policy framework – women and men, especially members of excluded groups, will be empowered to voice their needs and demand quality public services.

SDC is looking for an organization or consortium with in-depth knowledge of local governance systems, in particular the institutional capacity of local public authorities, their ability to mobilise locally own revenue sources, regionalisation of services and functional competencies in service delivery, civil society engagement in local decision-making, as well as sound experience in policy dialogue and influencing ongoing governance reforms.

The implementing phase 1 (48 months) will comprise the implementation of the program in-line with the program documents to be developed in the inception phase. The total volume of the administrated funds (operational funds) for the Phase I is estimated to be at around CHF 3’500’000.


  • Establish and support the implementation of the monitoring and result measurement system of the project;
  • Create a set of relevant, simple and straightforward indicators to monitor the project outputs as per project log frame and result chain;
  • Ensure the proper measurement of project interventions by implementing results measurement system and procedures;
  • Design baseline surveys based on the set of indicators;
  • Ensure the effective monitoring and documentation of intervention outputs and verify the appropriateness of the sequence of activities identified.
  • Guided by the program’s log frame, make annual self-assessments of progress and impact.
  • Make certain results measurement procedures are compliant with donor standards.
  • Ensure all needed information to improve the project implementation as well as elaborate frequent progress reports to donor and the consortium’s steering committee.
  • Train, support and mentor other colleagues in MRM.
  • Perform any other duties as assigned by management.

The monitoring & results measurement manager reports to the national program manager and will benefit from technical and thematic support by a multidisciplinary experienced team from the thematic backstopping (distant coaching and on-site inputs).


  • Academic degree (Master or equivalent) in public administration, development studies or related fields in social science.
  • A minimum of 4 year’s work experience in result measurement particularly in the context of development projects.
  • Strong knowledge on monitoring and results measurement instruments and methods.
  • Excellent organizational and time management skills required to meet deadlines.
  • Ability to work independently and as a part of a team.
  • Ability to work with a wide range of partners.
  • Strong reporting skills.
  • Strong interpersonal, intercultural and communication skills.
  • Excellent language skills in English, Romanian and Russian.

The monitoring & results measurement manager will work under a HEKS Moldova contract. The recruitment is subject to the successful approval by the Swiss Agency for Development and Cooperation (SDC) of the consortium’s bid to the tender. The start of assignment is matter of discussion.
