Job Title: Assistants fo Core Team

Background:

The European Network of Election Observation Organizations (ENEMO), a group of 23 civic organizations from 18 countries of Europe and Eurasia focused on supporting and advancing best international democratic standards for elections in the post-communist countries of the OSCE region, is preparing to deploy an Election Observation Mission (EOM) for the Presidential Elections, scheduled for October 30, 2016 in the Republic of Moldova.

ENEMO is therefore undertaking recruitment of local staff to support the Core Team of the EOM in its Chisinau based office for the below positions:

Terms of Reference of Logistics Officer’s Assistant

Summary of the job: Maintains office operations by receiving and distributing communications; maintaining supplies and equipment; picking-up and delivering items.

Main Tasks and Responsibilities:

  • provides assistance in organizing meetings and events, plans working hours, keeps contacts, prepares documents, etc.;
  • participates in staff meetings and external meetings if needed;
  • travels outside the place of deployment with the Core Team members;
  • performs other duties as required.

Education and Experience:

  • Previous office experience;
  • Excellent knowledge of the language of the host country;
  • Excellent knowledge of English language;
  • Organization and planning skills;
  • Work management and prioritizing skills;
  • Computer skills;
  • Ability to work having irregular working hours;

Preferred but not obligatory: domestic or international election observation experience.

Terms of Reference of Election Analysts’ Assistant

Main Tasks and Responsibilities:

  • Acquires knowledge of the electoral situation in the country;
  • Provides oral and/or writing translation to the election analyst;
  • Translates decisions, instructions, regulations, and any other legal acts adopted by the national election authorities into English;
  • Drafts analysis of relevant election related acts, as required;
  • provides assistance in organizing meetings and events, plans working hours, keeps contacts, prepares documents, etc.;
  • participates in staff meetings and external meetings if needed;

Education and Experience:

  • A degree in law, political science, social science, or related field, preferably with knowledge of election related issues in the country of operation;
  • Experience in national election administration, international organizations or non-governmental organizations in the country is an asset;
  • Previous experience as interpreter;
  • Proven analytical and research skills, preferably in election related issues;
  • Excellent knowledge of the language of the host country;
  • Excellent knowledge of English language;
  • Good organisational and computer skills;
  • Ability to work having irregular working hours;

Preferred but not obligatory: domestic or international election observation experience.

Terms of Reference of Office Assistant/ Interpreter  

Main Tasks and Responsibilities:

Summary of the job: Is an assistant of Head of the Mission and Deputy Head of the Mission. Responsible for organizes meetings, listening to, understanding and translating spoken or written statements from English to Moldovan and vice-versa for the international staff of the EOM.

Duties:

  • Facilitate effective communication between members of the Core Team of the EOM and various interlocutors by converting English to Moldovan and vice-versa, depending on the needs.
  • Attend press conferences and meetings and act as official translator to mediate discussion;
  • Organizes meetings and events, plans working hours, keeps contacts, prepares documents, etc.
  • Relay concepts and ideas between languages;
  • Convert written materials from English to Moldovan and vice-versa;
  • Create a new text in the target language that reproduces the content and style of the original;
  • Edit and proofread text to accurately reflect language;
  • Receive and submit assignments electronically;

Education and Experience:

  • A degree in law, political science, social science, or related field with knowledge of election related issues in the country is an asset;
  • Experience in national election administration, international organizations or non-governmental organizations;
  • Previous experience as interpreter;
  • Excellent knowledge of the language of the host country;
  • Excellent knowledge of English language;
  • Good organisational and computer skills;
  • Ability to work having irregular working hours;
  • Tact, discretion, self-confidence and diplomacy;

Preferred but not obligatory: domestic or international election observation experience.

Terms of Reference of an Accountant

Summary of the job: Provides financial information to the Deputy Head of the Mission and the Logistics Officer by maintaining and analyzing accounting data and preparing reports.

Main Tasks and Responsibilities:

  • Documents financial transactions by entering account information;
  • Recommends financial actions by analyzing accounting options;
  • Summarizes current financial status by collecting information; preparing balance sheet;
  • Secures financial information by completing data base backups;
  • Prepares payments by verifying documentation, and requesting disbursements;
  • Answers accounting procedure questions by researching and interpreting accounting policy and regulations;
  • Complies with Ukrainian financial legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions;
  • Contributes to team effort by accomplishing related results as needed;
