Programme Overview:

The Chemonics UK Division seeks a short-term Media and Civil Society technical expert for the anticipated UK-Funded Good Governance Programme, jointly funded by the United Kingdom’s Department for International Development (DFID) and the Foreign Commonwealth Office (FCO). The £15 million, 3.5-year programme’s primary objective is to build resilience in targeted countries by providing support for domestic reform agendas which reduce corruption, promote transparent and accountable institutions, and build open, inclusive economies and societies. The programme will deliver high-quality technical expertise to ministries and government officials to strengthen domestic capacity to deliver, champion and unblock reforms to increase effectiveness of political and economic institutions in Armenia, Georgia, Ukraine, Moldova, Serbia, Bosnia, and North Macedonia.


For short-term positions in response to call-down awards, Chemonics seeks senior – and mid- level expertise in the media and civil society sector across Eastern Europe. The technical expert must be mission-driven and committed to making a distinctive impact serving the GGF team and Chemonics International. This position is contingent upon funding.

Technical Expertise


  • Mentoring media partners/outlets.
  • Creating training/curriculum development for media partners and outlets.
  • Innovative use of leaflets.
  • Innovative use of billboards.
  • Innovative use of radio.
  • Innovative use of social media.
  • Innovative use of tv.

Civil Society

  • Designing effective advocacy campaigns for organizations working on public policy affairs such as human rights, freedom of expression, independent media, humanitarian and other civil society related issues.
  • Training advocacy groups, associations, unions or similar organizations in the tools and techniques of effective advocacy in an international development environment.
  • Working with civil society organizations on how to use media, professional forums and other platforms to constructively criticize policies, and analyze and lobby against problematic regulatory and legislative proposals.
  • Knowledge of public policy issues related to free and independent media and the public’s right to information.
  • Teaching advocacy groups with similar interests how to increase their effectiveness through networking and coordination.
  • Support strategic communications efforts to catalyze public demand for accountability, advance key new and ongoing reform efforts, and promote anti-corruption work, including designing and implementing media tools to help define key messages and serve as a delivery platform.

Project Management

  • Be geographically located in the field to provide technical assistance at the regional/national/local government level.
  • Effectively coordinate with institutional capacity building efforts at the central government level to align priorities and adapt best practices to the local level.
  • Participate in the development of work plans and other technical deliverables.
  • Manage, provide follow-up and monitor specific sub-contracts KPIs.
  • Monitor progress towards goals and expected results.

Reform Risk Management

  • Proactively interact with GGF team leadership, Subaward Specialist, Country Outreach and Risk Expert, Country Liaisons, other STTA technical experts, HMG missions, PMU, and HOST to document incidents and opportunities for improvement, assess submitted issues, support incident resolution, and develop improvement and contingency plans.
  • Leverage technical understanding to identify and implement solutions, feedback mechanisms and VFM support.
  • Work across government departments to identify relevant stakeholders and facilitate problem solving meetings to create mitigation plans, ensuring that identified improvement opportunities do not evolve into permanent problems.
  • Maintain incident data, conduct trend analysis, and report on incident management and risk mitigation efforts, as needed by the Country Outreach and Risk Expert.

Qualifications and Experience:

  • Advanced degree in communications, journalism, or a related field.
  • Mid- to senior level expertise, including experience providing technical assistance or capacity building to governmental institutions, civil society groups, or the media industry.
  • Demonstrates an expert level knowledge of governance and economic reform, accountability, and transparency best practices, as they can be applied to the Eastern European context.
  • Proven track record of building and sustaining effective partnerships, advocate and communicate to various constituencies.
  • Experience relevant to accomplishment of the cross-cutting objectives including gender, youth, and marginalized populations.
  • Excellent interpersonal and leadership skills and experience in managing teams.
  • Excellent communication skills including presentation, facilitation and report writing skills – samples of written work may be requested.
  • Work experience across Eastern Europe is required.
  • Fluency in written and spoken Ukrainian or Russian preferred, English required.

Duration: Up to 3.5 years.
