Programme Overview:

The Chemonics UK Division seeks a short-term technical expert in Institutional Capacity Building to develop more effective governance, public administration, management of public finances for the anticipated UK-Funded Good Governance Programme, jointly funded by the United Kingdom’s Department for International Development (DFID) and the Foreign Commonwealth Office (FCO). The £15 million, 3.5-year programme’s primary objective is to build resilience in targeted countries by providing support for domestic reform agendas which reduce corruption, promote transparent and accountable institutions, and build open, inclusive economies and societies. The programme will deliver high-quality technical expertise to ministries and government officials to strengthen domestic capacity to deliver, champion and unblock reforms to increase effectiveness of political and economic institutions in Armenia, Georgia, Ukraine, Moldova, Serbia, Bosnia, and North Macedonia.

Role:

As a short-term position in response to call-down awards, the technical expert will report to the Subaward Specialist and will provide support to programme staff charged with implementing programs in the area of responsibility. The technical expert must be mission-driven and committed to making a distinctive impact serving the GGF team and Chemonics International. This position is contingent upon funding.

The technical expert will work to improve national governance as a means to strengthen service delivery for effective governance, public administration and management of public finances. The Capacity Building Technical Expert will:

Technical Expertise

  • Develop and implement project design and strategies to support government entities at both the national and sub/national levels and private sector, to address reforms in public finance, tax policy, tax administration, government budgeting, property tax, administrative and fiscal decentralization, monetary policy coordination, access to credit, internal and external audit at the central or local government levels, energy subsidies, public-private partnerships, business process re-engineering, and customs administration, macro-economic modeling, and policy analysis.
  • Be geographically located in the field to provide technical assistance at the regional/national/local government level.
  • Effectively coordinate with institutional capacity building efforts at the central government level to align priorities and adapt best practices to the local level.
  • Participate in the development of work plans and other technical deliverables.
  • Participate in the development of terms of reference for subcontractors and long-term and short-term consultants.
  • Manage, provide follow-up and monitor specific sub-contracts.
  • Monitor progress towards goals and expected results.

In addition, all technical experts must contribute to and be proactive in reform risk management by:

Project Management

  • Be geographically located in the field to provide technical assistance at the regional/national/local government level.
  • Effectively coordinate with institutional capacity building efforts at the central government level to align priorities and adapt best practices to the local level.
  • Participate in the development of work plans and other technical deliverables.
  • Manage, provide follow-up and monitor specific sub-contracts KPIs.
  • Monitor progress towards goals and expected results.

Reform Risk Management

  • Proactively interact with GGF team leadership, Subaward Specialist, Country Outreach and Risk Expert, Country Liaisons, other STTA technical experts, HMG missions, PMU, and Host to document incidents and opportunities for improvement, assess submitted issues, support incident resolution, and develop improvement and contingency plans.
  • Leverage technical understanding to identify and implement solutions, feedback mechanisms and value-for-money (VFM) support.
  • Work across government departments to identify relevant stakeholders and facilitate problem solving meetings to create mitigation plans, ensuring that identified improvement opportunities do not evolve into permanent problems.
  • Maintain incident data, conduct trend analysis, and report on incident management and risk mitigation efforts, as needed by the Country Outreach and Risk Expert.

Qualifications and Experience:

  • Mid- to senior level experience in public financial planning & budgeting, revenue management and budget allocation, tax specialization, public or private procurement, and internal and external audit at the central or local government levels, or other professional experience in the finance/accounting field in the public or private sector.
  • Advanced degree in accounting, finance, MBA or related field.
  • Demonstrated experience delivering institutional strengthening assistance to national and/or sub-national entities in public financial management.
  • Demonstrated experience implementing public finance management reforms at a local government level.
  • Strong attention to detail and technical expertise in financial and accounting concepts in the public or private sector.
  • Experience working with the public and private sector to foster a business enabling environment that promotes exports, linkages to new markets and investment mobilization.
  • Experience relevant to accomplishment of the cross-cutting objectives including gender, youth, and marginalized populations.
  • Excellent interpersonal and leadership skills and experience in managing teams.
  • Excellent communication skills including presentation, facilitation and report writing skills – samples of written work may be requested.
  • Work experience across Eastern Europe is required.
  • Fluency in written and spoken Ukrainian or Russian preferred, English required.

Duration: Up to 3.5 years.
