Organizational Context 

The project is aimed at reducing the risks from obsolete and currently used pesticides for the communities from the both banks of river Nistru.

To achieve that the project will be addressing three main aspects: 

  • raising awareness of key stakeholders (environmental authorities, educational institutions, civil society organizations, local authorities) and level of their knowledge in the area of obsolete and currently used pesticides;
  • raising technical capacities in risks identification;
  • and improvement of legal framework on pesticides management.

The project will bring in the existing experience in remediation of contaminated territories, support tailoring to local needs the international methodologies of risks identification and their piloting; support the improvement of legal framework in the area. Activities with different target groups from both banks of the river Nistru will help to identify joined interests in the area of chemical safety, facilitate exchange of experience on the technical level and formulate the proposals for joined working groups on confidence building in the area of environment to reduce environment and health risks caused by dangerous substances.

 

 

The main objective of the assignment:

The team of experts that will support the project team in developing capacities of key stakeholders responsible for the pesticides management from the both banks of river Nistru in the area of the obsolete pesticides, their sound management, identification and mitigation of the risks that can arise. The experts will conduct two days trainings, coach the specialists from the left bank in hazard and risk assessment (physical, health and environmental) and risk management, tailoring the existing methodologies to local condition.  Developing the road map for the laboratory (from the left bank), practical exercises will include testing the methodologies in the field. For the left bank the location of pilot will be indicated by the project team (project activity 2.4) while for the right bank identification of the pilot location (project activity 2.5) will be one of the objectives of the assignment.

This assignment consists from following lots:

Lot 1. Trainer on obsolete pesticides risk assessment (project activity 2.1).

Lot 2. Expert on coaching of specialists on the obsolete pesticides risk assessment (project activity 2.2).

Lot 3. Expert on piloting of the methodology of the risk assessment (project activity 2.4).

Lot 4. Expert on the piloting the impact analysis of the pesticides’ application (project activity 2.5).

Lot 5. Expert for developing of the road-map for risk assessment for the left bank (project activity 3.2)

More specifically tasks, deliverable and timeline for each lot are as follows:

Lot 1. Trainer on obsolete pesticides risk assessment.

  1. Develop curricula for two, two-days training for the specialists from the left bank.
  2. Develop materials for two, two-days trainings. They should include, but not be limited to: presentations, selection of available multimedia materials, handouts.
  3. Develop a set of materials that will be given to participants of the training.
  4. All materials should be developed either in Romanian or Russian languages. Translation to another language will be provided by EcoContact.
  5. The topics of the training should include, but not be limited to following: approach for environmentally sound management of hazard wastes, consisting of, containing or contaminated with POPs (organic pollutants), PCB, vPvB, HM etc.; hazard and risks caused from obsolete and new pesticides (including safeguarding, disposal, environmental risk assessment report according to WHO/FAO International Code of Conduct/ or other technology that was used in the risk assessment of obsolete pesticides).
  6. Deliver two days training in the period of November – December, 2019, for 10 - 15 participants.
  7. Develop and present, within 7 working days the report on the event.

  1. Develop approach for the coaching of the specialists from the left bank.

  3. Conduct three coaching sessions for the specialists from the left bank).
  4. Develop a report on the coaching process, that will include the report on each individual coaching session, overall results of the process, the next steps that will be taken by the participants during year 2020 on the application/integration of the risk assessment methodologies in their work, lessons learned and recommendations on the activities that should be supported as a follow up steps.

  1. Organize the logistics for the field trip for the risk assessment.
  2. Develop the programme of the field trip.
  3. Advise on the level of the protective equipment to be used and the laboratory equipment for sampling necessary for conducting the risk assessment exercise.
  4. Conduct the risk assessment exercise.
  5. Process the information collected, transfer the soil/water samples to the laboratory.
  6. Develop the risk assessment report.
  7. Report on the assignment, including lessons learned and recommendations on the activities that should be supported as a follow up steps.

Lot 4. Expert on the piloting the impact analysis of the pesticides’ application.

 

  1. Identify the location of the pilot side from the right bank of the river Nistru using existing information and verification visits to the territory.
  2. The scope of the pilot site is to see the risk assessment and possible impact from the leftovers of the currently used pesticides.
  3. Desk study of the existing information available for the selected site and methods of risk and possible impact assessment.
  4. Elaboration of the sampling plan for the Health and Environmental Risk Assessment study.
  5. Implementation of the detail site assessment as per plan elaborated in p. 4.
  6. The delivery of samples to the laboratory and processing the results of analysis of the data received.
  7. Developing the report of Health and Environmental Risk Assessment procedure of the selected site and developing the recommendations to the responsible organizations for identification of the risk mitigation measures.
  8. Report on the assignment, including lessons learned and recommendations on the activities that should be supported as a follow up steps.

Lot 5. Expert for developing of the road-map for risk assessment for the left bank.

 

  1. Develop and present the plan of work for this assignment.
  2. Roadmap should be developed with involvement of specialists from the left bank. To ensure these three working meetings (half a day each) should be organized to discuss the proposed approach, priorities, needs etc.
  3. The roadmap should address all aspects on strategic level (technical capacities, human capital, financial means etc.) that are needed to improve the services on identification of risks caused by obsolete pesticides by the laboratory on the left bank.
  4. The roadmap should present clear and concise directions for development towards providing services and options for obtaining internationally recognized certification.
  5. Report on the assignment, including lessons learned and recommendations on the activities that should be supported as a follow up steps.

Requirements for experience and qualifications

 

  • Advance degree in Chemistry, biology, environmental studies or other relevant field.
  • Professional qualifications related to waste management, including project management.
  • Experience of work with the representatives from the both banks of river Nistru is welcomed.
  • Experience in sampling soil/water for the risk assessment of contaminated territories is requested.
  • Experience of work with FAO standards (other methodologies, that have been applied in the risk assessment of contaminated territories) on environmentally sound management of wastes consisting of obsolete pesticides is required.
  • At least five years of experience in implementation and management of the projects in Moldova in development project;
  • Experience of work in the multidisciplinary team.
  • Experience in conducting trainings for various groups of people (applicable for Lot 1 ).
  • Experience application of pesticides risk assessment methodologies.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management system;
  • Fluency in oral and written Russian is welcomed.

 

Payments:

 

Payment will be done upon submission and approval of deliverables stipulated above, according to invoice.
