Tender no. 83294052 for the contracting of a Geographic Information System Specialist to provide support in the field of spatial data collection, analysis and visualisation

The German Development Cooperation through GIZ is looking for a Geographic Information System (GIS) expert to provide demand-driven technical support in the field of spatial data collection, analysis and visualisation within its “Support to Public Administration Reform” project.

The consultant is expected to complete the following tasks:

  • Provide technical support in collecting, analysing and consolidating spatial data;
  • Provide technical support in the field of visualisation of GIS-data;
  • Compile geographic data from a variety of sources including censuses, satellite imagery; aerial photographs and existing maps;
  • Research, collect, retrieve, evaluate and manipulate data as well as validate map accuracy;
  • Digitize parcel/acreage polygons from metes and bounds;
  • As a desirable but not obligatory additional task: Develop automatized map visualizations using Python or another programming language.

Required qualifications:

  • Bachelor’s and/or Master Degree in Geography, GIS, or an IT related field;
  • Strong experience in working with GIS and proficient knowledge of ArcGIS or another relevant GIS software;
  • Substantial practical knowledge of the application of GIS in how it pertains to data and maps, raster and vector image editing skills;
  • Knowledge of Python or another language for GIS programming as an asset;
  • Ability to work under tight deadlines with excellent time management skills and a focus on results;
  • Fluency in the use of MS Office;
  • Fluency in Romanian; fluency in English would be an advantage.

The successful finalist will be issued a short-term consulting contract with the possibility of further extension.

Applicants shall be residents of the Republic of Moldova, holding the Moldovan residentship for a period of at least 6 months at the date of application.
