Assignment Title: Development Of Software For Labor Market Forecast

The Government of Moldova is implementing Moldova Skills Data Capacity Building Project, financed by the World Bank.

According to the Moldova 2020 National Development Strategy, skills development has been identified as a key priority for the country. The Moldova Skills Data Capacity Building Project (World Bank grant) is directly involved in reform agenda by supporting the collection and analysis of labor market data, the absence of which is currently hampering the reform efforts of the Ministry of Health, Labor and Social Projection (MHLSP), National Employment Agency (NEA), and Ministry of Education, Culture and Research (MECR).

The development objective of the Moldova Skills Data Capacity Building Project is to strengthen the Government of Moldova’s capacity for evidence-based policymaking in the area of skills and employment through supporting enhanced collection and analysis of data on workforce skills and labor market needs. The output will support the Government’s efforts to align the education system to labor market needs, thus promoting job creation.

The project consists of 3 inter-related components.

  • Component 1. Revised Employer Surveys on Demand for Skills
  • Component 2. Revised Surveys of the Resident Working-age Population on Supply of Skills and Barriers to Employment
  • Component 3. Capacity building

This assignment is focused on the first component and is related to Labor Market Forecasting activity performed by the NEA.

The general objective of the assignment is to develop an integrated new, more effective, and flexible software/platform that will allow for data entry and analysis, sampling, and weighting for future waves of Labor Market Forecast Survey. The establishment of the new software will enhance data collection, data transmission, and data analysis for labor market forecasting statistics.

The selected consultant is expected to develop and implement one single software/platform, that will have the following functionalities:

  1. Extract a stratified random sample of firms for the LMFS, along with an automated system for monitoring replacements and calculating weights,
  2. Export the sample of selected (and replacement) firms into the interface used by the specialists from the Territorial Employment Agencies (TA) where the data from the interviews is loaded, store the data securely, and import the survey data once it is entered by the TAs,
  3. Design an interface for data management and data analysis, including automated commands for descriptive statistics, tables and graphs, and potential new queries, taking into account the probability weights,
  4. Provide all the tools, user’s guides, system documentation and maintenance, and train the NEA and TA staff to use the new solutions.

The assignment is to be implemented in period October 2017-January 2018. The total time input is up to 50 man-days.

The Ministry of Health, Labor and Social Protection now invites eligible Consultants (“Consultants”), that should be a legal entity, to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria for the Consultants:

  • Legal status allowing to perform the services for development and implementation of IT systems.
  • Strong financial position. Availability of office and permanent IT staff in Moldova.
  • At least 5 years of experience in design, development and implementation of IT systems.
  • During the past three (3) years the Consultant must have successfully completed (as the prime contractor) at least two (2) contracts for the development, installation, achieving operational acceptance, provision of warranty services for applications software using modern technologies.
  • Experience in development statistical software applications will be a strong advantage
  • Availability of professional programmers with proven experience in software development.
  • Prior experience in implementation of the software for public institutions will be an advantage.

The Expression of interest must contain information that will allow the Client to conclude if the candidate meets the shortlisting criteria above, and include at least the following data:

  • General information about the company (name, contact details, bank details, owners and top management), with attachment of copies of registration documents, staff structure, their experience.
  • List and short description of IT systems/software development assignments  implemented
  • List of the software design and implementation contracts successfully completed by the Consultant (as a prime contractor) during the last three years. The information will include: description of the system, contract price, Client, activities performed by the Consultant team, contract implementation period.
  • Records of experience in design and implementation of statistical software applications if any.
  • List of permanent IT personnel (software developers) with information about years of experience.
  • List of assignments (related to this specific project) and Clients.
  • At least two letters of reference from previous Clients.
  • Short description of the approach for this assignment.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers edition January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualification method set out in the Consultant Guidelines.

Expressions of interest signed and stamped may be delivered:
