Internews is an international media development organization that has worked for 35 years to ensure access to trusted and quality information all around the world. Internews has helped local media partners to improve their professionalism and provide objective, accurate, and high-quality information and media content that helps citizens to make better political, social, and economic decisions that will ultimately improve their lives. In 2017, Internews was awarded the USAID-funded project “Media Enabling Democracy, Inclusion and Accountability in Moldova” (MEDIA-M), which aims to promote the development of an independent, professional media, and to create a media sector that is more resilient to political and financial pressures. As part of its activities under this project, MEDIA-M will be analyzing media audience preferences, public perceptions of the media, media literacy, and news consumption habits.

To support these efforts, Internews in Moldova is looking for a research company to conduct a national survey on perception of media around the country. The study will measure how well media consumers understand media content, whether journalists and media outlets provide professional content, and the level of knowledge among different target groups on issues such as propaganda and misinformation.

Objectives of the study

In order to obtain a general overview of media consumers’ perceptions, based on their area of residence, age, and education level, among other potential factors, the survey should examine:

  • Data on how well-informed media consumers are about current events;
  • Potential levels of misinformation;
  • The percentage of people who claim to be able to determine when the media is manipulating the audience and when it is presenting facts;
  • Which are the most popular media outlets and preferred information sources (TV/radio/Internet/newspapers, etc.) in each respondent’s ranked order?;
  • Which target groups are most vulnerable to fake or misleading information;
  • Which media outlets are more credible: local or international.

Methodology

To meet the requirements of the RFP, applicants will be expected to:

  • Draft a survey questionnaire in Romanian, Russian and English languages;
  • Conduct a random route respondent selection (the sample will be selected based on age, sex, residence, language, education, etc.)
  • Conduct a face-to-face interview with each respondent (each personal interview will consist of approx. 30 questions, including complementary questions like verification/ media literacy test(s) and/or control questions);
  • Provide and disseminate a stratified database on the survey results;
  • Organize 5 focus-groups in Chisinau (one in Romanian and one in Russian), Balti, Comrat, Cahul;
  • Submit the collected data and preliminary analytical report in Romanian and Russian no later than 30 business days after completion of the field work.

The survey will involve at least 1,300 respondents (ages 18 and older) from different regions of Moldova (except the left bank of the Nistru River). The maximum sampling error of the survey should be +/- 3.5%.

The methodology and questions will be coordinated and approved by Internews in Moldova.

Necessary qualifications

The company must have:

  • At least three years of experience in the field of sociological research, and project and program evaluation;
  • Qualitative and quantitative research skills;
  • The ability to draw up analytical reports in Romanian, Russian and English languages.

 Application requirements

The participants must provide:

  • A description of the research methodology, including:
  • a survey questionnaire draft
  • focus groups questions
  • data on researched population, sampling frame and method
  • Timing of the planned activities;
  • The detailed budget (The pricing must be fully described in the proposal - it should include all costs to perform the survey, such as transportation, service duties, and others). Proposals must be submitted in USD, VAT excluded);
  • A description of the organization with details of its experience and capabilities;
  • A list of up to three references for work performed of a similar nature during the last three years, along with contact details. (Internews may contact the references to evaluate past performance).
