for three Long-term Local Experts

Support to the Public Administration Reform Process in the Republic of Moldova”

an EU-funded project managed by the European Delegation in Moldova and implemented by a consortium led by CPM

 

 

The two-year project “Support to the Public Administration Reform Process in the Republic of Moldova” contributes to the improvement of the efficiency, effectiveness, transparency and accountability of the Moldovan Public Administration on national and sub-national level, in line with the European Principles of Public Administration defined by the SIGMA Programme.

The project is looking for three long-term local experts to join the project team: 1) one Administrative Legislation Expert, 2) one Organisational Specialist and 3) one Good Governance Specialist. The local experts will support the activities of the key experts with particular emphasis on day-to-day work required for the proper implementation of the project.

 

Position No. 1. Administrative Legislation Expert (1)

 

The Administrative Legislation Expert specific requirements are:

  • degree in law or administrative sciences or equivalent
  • excellent knowledge in written and oral form of English
  • at least seven years of general work experience
  • at least three years of experience in legal matters working for the public administration of the Republic of Moldova or an equivalent body
  • experienced with the administrative reform in Moldova and the new administrative legislation
  • proven ability to assess legal text will be an asset as will knowledge of administrative law in EU Member states
  • previous experience in law drafting and impact assessment activities will represent an important advantage

 

 

Position No. 2 Organisational Specialist

  

The Organisational Specialist specific requirements are:

 

  • degree in public administration, management or equivalent qualification
  • excellent knowledge in written and oral form of English
  • at least seven years of general work experience
  • at least three years of experience working for the public administration of the Republic of Moldova or an equivalent body
  • experience in assessing organisational structures and business process re-engineering
  • proven familiarity with the responsibilities, structures and procedures in the Moldovan administration
  • familiarity with structures and business processes in EU Member States will be an asset

 

Position No. 3 Good Governance Specialist

 

   The Good Governance Specialist specific requirements are:

 

  • degree in public administration, management or equivalent qualification
  • excellent knowledge in written and oral form of English
  • at least seven years of general work experience
  • at least three years of experience working for the public administration of the Republic of Moldova or an equivalent body
  • experience with performance management, monitoring and evaluation techniques
  • proven familiarity with statistics / data collection and analysis will be considered a strong asset
  • familiarity with structures and business processes in EU Member States will be an asset
