The EU-funded Project “Technical Assistance to support CSO development in the Republic of Moldova” is looking for one SNKE on communication for development of visibility guidance on EU funded projects and delivery of trainings to target groups.

The above Technical Assistance project  has a duration of 3 years and it is implemented by a Consortium led by KMOP- Family and Childcare Centre (Greece) . Its implementation has started in September 2017 and it aims at further contributing to civil society development, capacity building and empowering of civil society organisations for becoming a stronger actor in decision and policy making in Moldovan society.

Job Description

Background

Since Project Cycle Management (PCM) is considered as one of the most weak areas that need to be addressed, the Technical Assistance Team seeks for an experienced expert to develop and deliver a comprehensive training program covering the full Project Cycle Management and will target CSOs from outside Chisinau in order to enhance their knowledge and skills in EU project implementation.

By designing and implementing this training, the TA Team will manage to meet the following results:

  • Capacity development on EU project cycle management for CSOs that covers technical and EU procedural aspects of EU project formulation and implementation (methodology of proposal writing, budget management, log-frame approach, monitoring and evaluation, budget management, procurement awarding principles, etc.

Scope of work

Main Objectives:

The CSOs Capacity Development Programme has the overall objective of strengthening the capacities of CSOs to implement sub-grants.

The overall objective of the training is to increase the capacity of CSOs staff in Project Cycle Management and to create an opportunity for communication and information sharing among civil society representatives.

Expected Outputs and Deliverables:

  • Preparation of training modules for three days sessions (for 20 - 25 participants per session in Chisinau and outside Chisinau;)
  • Delivering trainings (prepare and compile the training pack for participants, including all relevant supporting materials; agenda, presentations, handouts, group exercises, exercises for individual work, reference materials, evaluation forms, etc.) - conducting six trainings of 3 day sessions aiming at developing the CSO staff capacity on PCM including practical exercises
  • Reporting (Upon the completion of the training delivery, the trainer will prepare a final report that will include, but will not be limited to: training goals and results achieved by trainees. analysis of pre and after training knowledge, lessons learned and recommendations)

The topics to be covered during the training are:

  • Frequently asked questions related to Practical guide (PRAG) and General conditions for implementation of external actions like Code of conduct, conflict of interests, procurement rules and procedures etc.  
  • Project development and implementation:
  • Key problems identification and prioritization
  • Stakeholders analysis and engagement
  • Linking needs assessment to project identification
  • Project design
  • Logical framework approach preparation
  • Risk management and project assumptions
  • Indicators
  • Means of verification
  • Proposal preparation
  • Project inputs
  • Project work plan
  • Budgeting and financial management
  • Planning: Scope Management, Time Management
  • Monitoring and Evaluation
  • Reporting
  • Basic rules for procurement in EU external actions, participation in award procedures with a focus on understanding the conflict of interest

Gender mainstreaming will be embedded within the training content.

Deliverables:

The consultant is expected to carry out:

  • 6 training sessions (3 days each) on Project Cycle Management

The expected overall number of participants (trainees) is 120.

The duration of the assignment is: up to 30 working days during the period March 2019 – July 2020: 6 w.days for curricula development and preparing the training resource package, 18 w. days for delivering of 6 trainings, 6 working days for training evaluation, database processing and reporting (1 w.day per training).

The PCM expert will submit:

A report of the training, based on actual training contents and clearly capturing discussions of the participants. The report will also include a list of trainees from the CSOs and their contact details, as well as evaluation of the training by participants.  

Qualifications & Competencies

The PCM expert will be responsible for developing the pertinent curricula and preparing training reports along with relevant analyses and recommendations for future actions based on actual lessons learned and observations.

Academic Qualifications:

Master’s Degree or equivalent in Economics, Business Administration, Management, Development, training or any related field.

Required Experience:

Ten years of work experience in the fields like: CSOs development, humanitarian field, training and education, project implementation and other related fields;

  • Strong presentation skills suitable for delivering training on project cycle management with tangible results taking into account the local context;
  • Sound experience in developing training material in PCM for multiple audiences; including Logframe, Project Design, EC Procurement, Budgeting, and financial management, Monitoring and Evaluation, Risk Management, Key Performance Indicators etc.
  • Knowledge of the CSOs sector in Moldova is an asset;
  • Extensive experience in conducting training and facilitation sessions;
  • Experience in working with EU Projects is an asset;
  • Availability to work for the period specified in ToR.

Competencies and Special Skills Requirement:

  • Proven track of excellent training skills;
  • Very good command of English, proficient in Romanian and Russian.
  • Computer literacy
  • Good report writing skills.
