Chemonics International, Inc. seeks a highly qualified Grants Assistant and a Monitoring and Evaluation Assistant/Association Capacity Building Assistant for the USAID Moldova High Value Agriculture Activity (HVAA)This five-year project aims to further stimulate the transformation of the Moldovan high-value agricultural (HVA) sector into an engine of economic growth for the country leading to improved competitiveness and higher living standards for rural Moldovans in the long term.  Moldova HVAA is implemented by USAID contractor Chemonics International, Inc.

Position Description:

The Grants Assistant will be responsible for providing assistance to the HVAA team in grants management throughout the entire lifecycle of the Agricultural Innovation and Technology Transfer Grant Fund (AITTF).

Principal Duties and Responsibilities (Essential Functions)

  • Responsible for grant documentation and compliance with USAID rules and regulations. Maintains grant files up-to-date (both hard and soft copies);
  • Manages solicitation and evaluation documentation and communications;
  • Responsible for conducting pre-award risk assessments and reference checks for various grantees;
  • Responsible for regular monitoring of grant activities;
  • Ensures that proper documentation is prepared in a timely fashion. Assists with building strong relationship/partnership with grantees;
  • Works with Grants Specialist to maintain proper documentation of disbursement and purchase requests. As necessary, leads small procurement efforts. Ensures that disbursements are up-to-date and in-kind procurements are delivered to grantees;
  • Maintains budget tracker and inventory;
  • Works with the Monitoring and Evaluation Manager to assess performance of grantees and to inform impact assessment of projects, as needed;
  • Prepare Grant Agreements;
  • Translate documents into English, Romanian, and Russian;
  • Contribute to the preparation of periodic reports to client on progress towards project results;
  • Other duties as assigned by the Grants and Operations Director or other HVAA leadership.

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills and/or abilities needed to perform the principal duties.

  • Bachelor’s degree preferred;
  • 1+ years of progressively responsible experience in an office environment;
  • Experience in project administration tasks, including filing and budgeting preferred;
  • Proven experience demonstrating attention to details;
  • Demonstrated skills in time management;
  • Proficiency in English, Romanian, and Russian required;
  • Proven ability to work professionally and constructively as part of team, meet deadlines, communicate effectively and deal with diverse partners in challenging environments;
  • Word processing (Microsoft Word), spreadsheet (Microsoft Excel), e-mail (Microsoft Outlook). 

Position Description:

The Monitoring and Evaluation/Association Capacity Building Assistant shall be responsible for supporting HVAA’s Monitoring and Evaluation Manager and Association Capacity Building Specialist to carryout day-to-day activities.

Principal Duties and Responsibilities (Essential Functions)

  • Assist technical team in organizing trainings, Demo Days and other activities organized by the project, public events (invitations/confirmations, logistics, taking pictures, post-event questionnaires);
  • Perform data collection and data entry into the HVAA Database;
  • Develop and share information about success stories depicted/observed during data collection interviews with project beneficiaries;
  • Provide support to the HVAA assisted Sector Associations in their activities for sustainable strengthening;
  • Perform other tasks assigned by the M&E Manager and/or the Chief of Party on an ad hoc basis that are consistent with this scope of work and the general requirements of the project.

Required Skills and Qualifications

  • Tech-savvy early career professional with experience working in the HVAA assisted sectors;
  • Agriculture, Economics education (Bachelor or Master’s degree);
  • Strong communication skills in Romanian and Russian, with the ability to effectively communicate with a variety of stakeholders in a professional manner;
  • Basic level of English will be an asset;
  • Accuracy in filing-in the inventory forms;
  • Attention to detail;
  • Advanced computer user skills, Excel and Access experience;
  • Previous experience with data collection will be a strong asset.
