OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.

 Duties and Responsibilities:

The incumbent is assigned to the Conflict Prevention and Resolution (CPR) Programme and works under the direct supervisor of the Senior Political Officer. More specifically he/she will be tasked with:

  • Acting as the principal OSCE point of contact to liaise and coordinate with High level governmental officials, and relevant Transdniestrian officials and international participants in the 5+2 and 1+1 processes and other relevant actors on confidence –building issues for the 11 joint expert CBM working groups established by the sides to facilitate a settlement of the Transdniestrian conflict;
  • Developing proposals for confidence-building measures and co-ordinating them with the CBM working groups and other confidence building initiatives;
  • Coordinating OSCE activities with regard to the working groups and facilitating meetings of the working groups;
  • Maintaining relationships with local and international NGOs, international organizations and other relevant international actors who have input to the settlement process;
  • Assisting the CBM working groups (and co-chairs) to make proposals to develop and implement specific joint projects and activities;
  • Providing advice and support for the expansion of the activities of the CBM working groups into new areas.
  • Preparing analyses and reporting on the activities of the CBM working groups for the CPR Programme Manager and Head of Mission to be able to inform international partners and representatives of the 5+2;
  • Performs other duties as required.

Required Qualifications:

  • University degree in politics, conflict studies, international relations or related field;
  • Minimum of 6 years of relevant professional experience in the development and implementation of confidence building measures and conflict resolution strategies;
  • Computer literate with practical experience in MS Packages;
  • Excellent written and communication skills of English, Romanian and Russian languages;
  • Ability to work with people of different nationalities, religions, languages, and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Possession of a valid driving license.

Remuneration Package:

Monthly remuneration, subject to social security deduction is EUR 1804.00. OSCE salaries are exempt from taxation in Moldova. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
