Assignment Title: Procurement assistant under World Bank rules for Moldova Education Reform Project

Reference No. (as per Procurement Plan): IC-10

The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for individual consulting services.

The objective of the assignment is to assist the Procurement Specialist of the Project Management Team to ensure adequate, timely and fair implementation of the MERP procurement plan, including full compliance with World Bank procurement rules and guidelines, and to support Ministry of Education, Culture and Research of Moldova in carrying out World Bank procurement processes.

The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. General Qualifications - 30 points
  • Higher education degree in economics, business administration, law, public administration, or other related field;
  • Experience in working for or with international development organizations and/or projects;
  • At least 2 years of professional experience in a comparable position;
  1. Adequacy for the Project - 40 points
  • Proven expertise and knowledge of the World Bank or international financing organizations/agencies procurement rules and procedures;
  • Working experience in the field of procurement in projects financed by the World Bank would be an asset.
  • Language and Relevant Experience - 30 points
  • Good knowledge of English and Romanian (both written and oral);
  • Good knowledge of common Microsoft office tools;
  • Outstanding organizational skills, ability to multitask and reply to inquires upon short notice.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the Individual Consultants selection method set out in the Consultant Guidelines.
