IRI Moldova - Drivers

Background:

The International Republican Institute (IRI) is a nonprofit, nonpartisan, organization dedicated to advancing freedom and democracy worldwide.  Since 1983, IRI has worked to develop democratic institutions and ideals, carrying out a variety of international programs to promote freedom, self-government and the rule of law worldwide.  IRI provides technical assistance in the areas of political party strengthening, developing civic institutions and open elections, promoting democratic governance and advancing the rule of law.

IRI will be conducting a long-term election observation mission in the Republic of Moldova to observe the electoral process before the country’s 2019 parliamentary elections.  IRI is currently recruiting candidates for seven full time driver positions, plus alternates.  It is expected that deployment for all selected candidates will take place at least 90 days ahead of Election Day which is scheduled for February 24, 2019 and will remain on the ground for a month after the election to observe the post-election environment. 

Drivers will be assigned to a team of two long term observers (LTOs) who will operate in one of the following regions: Edinet, Anenii Noi, Ungheni, Hincesti, Orhei, and Comrat. Teams will travel to each municipality in their assigned region to conduct pre-election observation activities. To the extent possible, drivers and interpreters should be hired from the same community or area where LTOs will observe. Drivers are important members of the observation teams and are expected to have knowledge of local geography and the best routes for safe and efficient transportation to facilitate the mission.  Drivers are expected to maintain high standards of professionalism, safety and cultural awareness always.

November 26, 2018- March 26, 2019

 

Technical Bid:

Interested bidders must present the technical bids outlining an ability to fulfill the following scope of work: 

  •  Bidders shall provide one (1) full-size or mid-size vehicle (which will be contracted separately pursuant to local law) with functioning air-condition and heating for transportation in Moldova.  The vehicle and driver must be able to safely navigate roads in snowy, muddy and rainy conditions, and be able to access areas of the country without well-maintained roads. Four-wheel-drive vehicles are preferable.
  • Vehicles should be in good condition: cleanliness, heating, air conditioned, maintenance, etc. Bidder will be responsible for any and all possible improvements or repairs to the vehicle as needed to ensure the mechanical reliability of their vehicle and its constant availability for transportation.  
  • Maintain possession of a valid driver’s license and insurance that allows legal road transportation within the Republic of Moldova.
  • Knowledge of English and access to a mobile telephone is preferable, although neither of these is a requirement.
  • Serve as important members of IRI’s observation project and support LTOs with transportation to key communities in their assigned region. Drivers may be regularly required to work extended hours outside of a 9am-5pm workday.
  • Remain an impartial representative of IRI’s election observation mission at the local level and not vocally support or oppose any political party or candidate during the period of the agreement.

The bidder shall retain full ownership of the leased vehicle throughout the duration of the contract. Drivers will be responsible for their own food and lodging.

Price information should be presented as a firm-fixed Unit Price for each of the deliverables identified below and in the format of the table below.  Pricing must be valid for at least 60 (sixty) calendar days after the due date for proposal submission. The proposed Unit Price should be fixed and inclusive of all costs to perform, including inspection services, transportation, taxes, import duties (if any), and other levies. If there are any additional fees not reflected in the table below, such pricing must be fully described in the bid. Bids must be submitted in U.S. Dollars (USD) or Moldovan Lei (MDL). 

Bidders’ budgets must list the make and model of the vehicle and the number of people it holds.
