The Representation from Moldova of the Swiss Foundation HEKS-EPER announces a job vacancy of Monitoring and Results Measurement (MRM) Officer, for HEKS Office Moldova (full time position)

HEKS Office Moldova is looking for a MRM officer for the Swiss Development and Cooperation tendered program “Moldova: Creating Job Opportunities through Improved Market Systems” (IMS) (Preparatory Phase 01.11.2018 – 31.08.2019; Phase I 01.09.2019 – 31.12.2022). The Program will apply the Market Systems Development (MSD) approach to contribute to the creation of more and better jobs and net additional income for women and men, with a focus on excluded groups. The preparatory phase (ten months) will comprise: Analyses of two to three market systems; Designing interventions that aim at systemic change in these systems and developing Monitoring and Results Management (MRM) plans to assess their effectiveness; Implementing initial interventions on a pilot basis and assessing their effectiveness; Developing basic MSD capacity in the program team; Developing the program document (ProDoc) as well as other documents. The implementing phase 1 (40 months) will comprise the implementation of the program in-line with the program documents to be developed.

The start of assignment is November 2018. The recruitment is subject to the successful approval by the Swiss Agency for Development and Cooperation (SDC) of the consortium’s bid to the tender.

The Monitoring and Results Measurement (MRM) officer will report to the Team Leader of the project and will be in charge of the development and management of project monitoring, evaluation, and learning.

Main tasks and responsibilities:

In close collaboration with the Team Leader and the core management team, the MRM Officer will:

  • establish and support the implementation of the monitoring and result measurement system of the project;
  • create a set of relevant, simple and straightforward indicators to monitor the project outputs as per project log frame and result chain;
  • ensure the proper measurement of project interventions by implementing results measurement system and procedures;
  • design baseline surveys based on the set of indicators;
  • ensure the effective monitoring and documentation of intervention outputs and verify the appropriateness of the sequence of activities identified.
  • guided by the project’s log frame, make annual self-assessments of progress and impact.
  • make certain results measurement procedures are compliant with donor standards.
  • ensure all needed information to improve the project implementation as well as elaborate frequent progress reports to donor and the consortium’s steering committee.
  • train, support and mentor other colleagues in MRM.
  • perform any other duties as assigned by management.

The MRM officer will work under the consortium’s steering committee and benefit from technical and thematic support by a multidisciplinary experienced team from the thematic backstopping (distant coaching and on-site inputs).

Required qualifications:

  • Academic degree (Master or equivalent) in economics, development studies or related social science.
  • A minimum of 4 year’s work experience in result measurement particularly in the context of development projects.
  • Previous experience in the application of an MSD approach and related methods such as the DCED standards for results measurement would be of great advantage.
  • Excellent organizational and time management skills required to meet deadlines.
  • Ability to work independently and as a part of a team.
  • Be fluent in written and spoken Romanian, English and Russian
  • Strong reporting skills
  • Excellent communication, team work and networking skills.
  • Ability to work with a wide range of partners.

The expected start of the assignment for the project is scheduled for 1 November 2018 depending on the successful approval by the Swiss Agency for Development and Cooperation (SDC) of the consortium’s bid to the tender.
