HEKS Office Moldova is searching for a Finance and Administrative Officer (part-time assignment)

General description:

The Finance and Administration Officer (F&A) is responsible for the overall financial management: planning, budgeting, accounting and reporting of the HEKS Office Moldova. She/he accomplishes the day to day office administration in terms of finance, administration, logistics and staff related issues under the global supervision and responsibility of the HEKS Moldova Country Director.  

The Finance and Administrative Officer should be graduated in Finance/Accounting discipline from a recognized university. The F&A Officer is to have sound practical working knowledge and experience in the field of accounting, finance and administration. Good skills in logistics support, routine correspondence and communication. Fluent in English in understanding, speaking and writing. The F&A Officer is to have a positive attitude to development programs; good understanding of NGO work/activities; proactive and willing to learn development issues.

The Finance and Administration Officer should be gender sensitive, confident in computer use and common software program; willing to learn new accounting soft.

Important tasks to be performed:

  1. The F&A Officer is responsible for the preparation of all financial reports (reports to the state/tax authorities and quarterly HEKS Office consolidation of Balance sheet and Income Statement) and gives support and assistance to the HEKS Moldova Country Director for the preparation of annual budget; annual narrative reports; prepare/assess the project proposals as per Field Financial and Administrative Guideline (FFAG) to timely send to HEKS Head Quarters;
  2. The F&A Officer performs HEKS Office Moldova bank transactions, prepares bank statements and report budget versus expenditure on a monthly base;
  3. The F&A Officer provides support to partner organizations in financial matters and monitors all financial aspects of the country programme and of partner organisations. She/he also assists partners in yearly elaboration of cash-flow and liquidity planning. All assistance to be given according to FFAG.
  4. The F&A Officer manages the micro-credit portfolio of the country program according the strategic guidance of the Country Director;
  5. The F&A Officer overviews dispatch, correspondence, procurement, recording, documentation, filing and maintenance of office equipment as per Field Financial and Administrative Guideline (FFAG).

Discharge any other assignments/responsibilities and auxiliary tasks arising in a small team. The Finance and Administration Officer will be reportable to HEKS Country Director in Moldova.
