2. Organizational context

Caritas Cehia (CC) is acting as exclusive implementation agency of Caritas Czech Republic (CCR) in Moldova.

CCR is a non-profit organization with field activities in 15 countries (Europe, Asia, Middle East and Africa) and an extensive social services program in the Czech Republic assisting more than 100,000 clients. CCR is a member of the international network of the Caritas Internationalis and cooperates with a number of international and local partners.

CCR foreign activities focus on the health and social sectors and also on developing livelihood for local populations and education of children and adults.

Caritas Czech Republic has been working in Moldova since 2004. It is currently implementing development cooperation project aimed to enhance the social sector of Moldova, mainly in the development of the functioning system of decentralized and de-institutionalized service provision; and in the strengthening of local service providers.  In the past, CCR implemented projects supporting elderly people, children with special educational, prevention of diabetes; projects supporting small business, developing agriculture and projects actively involving civil society in decision-making processes in Moldova. CCR seeks to expand also to other sectors.

 3. Responsibilities

PM will be in charge one of the projects CC and CCR are jointly implementing in Moldova. The main responsibilities will be as follows:

 

  • Carry out overall management and coordination of the project (i. e. ensuring that the project results and objectives as per project documents are achieved within the given budget and time-plan)
  • Conduct regular internal monitoring (including onsite monitoring of project activities)  and evaluation of the project progress and outcomes (based on the project logframe) and proposes modification of the projects design when needed
  • Manage project team (including project team members performance evaluation, recruitment of new project team members and external consultants)
  • Coordinate projects activities implemented by project partners and carries out their quality supervision
  • Carry out sub-deliveries´ management (selection of external suppliers, preparation of contracts with them and overall coordination of sub-contractors)
  • Monitor project budget spending, prepares forecast for current year, approves expenses executed under the projects (their eligibility towards donors and CCR manuals)
  • Carry out reporting (internal – to CCR HQ and external – to donor organisations)
  • Ensure PR and visibility of the project, donors and CCR in line with the respective donors´ requirements
  • Identify problems that arise during the project implementation and prepares appropriate remedies
  • Ensure transparent and structured keeping of projects documents (internal reports, contracts, materials produced by the project, sources of indicators verification etc.) in line with given guidelines

 4. Requirements

Minimum

  • Experience in project management for at least 3 years
  • Proven experience in managing teams of at least 3 people
  • Experience in project proposal writing and reporting to institutional donors
  • University graduate
  • Written and spoken proficiency in English, Romanian, and Russian
  • Computer literacy, including knowledge of and experience with word processors (MS Word), spreadsheets (Excel), databases (MS Access), and electronic mail
  • Good organizational skills and ability to analyse information
  • Motivation, creativity and ability to work independently
  • Ability to work in a diverse team, manage stressful situations and achieve results

Desired

  1. University degree in public health, social sciences, public administration or related areas. Additional training and certification in project management is an advantage.
  2. Experience in the following fields: diagnostic and treatment of children with ASD and other genetic disorders; provision of social, medical, psychological services; community engagement and support programmes and capacity building in the public sector; advocacy.
  3. Knowledge in the field of human rights and vulnerable groups
