Advisor to the Chamber of Commerce and Industry in Orhei in the field of dual Vocational Education and Training and promotion of Small and Medium Enterprises via Foreign Direct Investments

The German Development Cooperation through GIZ is looking for an Advisor to the Chamber of Commerce and Industry (CCI) in Orhei in the field of dual Vocational Education and Training (VET) and promotion of Small and Medium Enterprises (SME) via Foreign Direct Investments (FDI) (with a special focus on persons with high poverty risk) within its project “Structural Reform in Vocational Education and Training in the Republic of Moldova“.

The Advisor is responsible for supporting the CCI in providing professional advisory services to professional vocational institutions and selected private businesses and to support them in establishing and implementing dual VET cooperation programmes, thereby contributing to the project’s initiatives.

The Advisor will be located in the CCI in Orhei, with the fulfilment of its duties in the center region of the country.

The following responsibilities are included in the assignment:

  • Identifying businesses suitable for and interested in implementing dual VET programmes;
  • Facilitating contacts and coordinating between private sector and professional vocational institutions;
  • Advising professional vocational institutions in meeting the institutional requirements and capacities for the implementation of dual VET programmes;
  • Supporting the CCI in identifying opportunities for job-creating investments and business generation among local SME within priority sectors agreed with the component managers, and based on the experience and existing networks of the Advisor;
  • Supporting the implementation of capacity development measures (e.g. trainings) for the CCI and other regional support structures (RDA Centre) to enable them to deliver business development services to a wide range of SMEs;
  • Collaborating with local social institutions, CCI and other regional support structures, as well as other relevant stakeholders in order to identify and develop services for persons with high poverty risk;
  • Supporting the implementation of capacity development measures for the CCI and other regional support structures to effectively deliver these services.

Required qualifications:

  • Bachelor and/or Master Degree in Education, Economics, Human Resources Development, Business Administration or other areas relevant for the implementation of described tasks;
  • At least 5 years of professional working experience, ideally in business development and/or education, with a focus on private sector and/or vocational education;
  • Good knowledge of main features of the dual VET system, including its relation to shaping skills needs on the labour market in Moldova;
  • Previous expertise in interacting with private sector, educational institutions and social partners; Experience in the fields of Investment attraction and/or SME promotion is an advantage; Experience in working with disadvantaged groups would be an asset;
  • Proven experience in coordinating capacity development programmes;
  • Ability to establish and coordinate networks consisting of a wide range of partners from diverse backgrounds;
  • Fluency in Romanian and English; knowledge of Russian and German would be an asset;
  • Computer proficiency and strong IT skills; Excellent drafting and presentation skills;
  • Willing and able to travel inside the country;
  • Ability to work on individual responsibilities, but in close cooperation with the team and superior;
  • Possess problem-solving skills and the ability to negotiate, be a strong team player, and have initiative;
  • A valid category B driving license.
