Regional Advisor for North Development Region

The German Development Cooperation through GIZ is looking for a Regional Advisor for North Development Region within its project “Modernization of Local Public Services in the Republic of Moldova“.

The permanent workplace of the Advisor will be located within the facilities of the Regional Development Agency North (RDA North).

The following responsibilities are included in the assignment:

  • Advising and assisting RDA’ specialists in performing their duties regarding Regional Planning and Programing and Projects Development and Implementation in the priority sectors;
  • Providing oversight and guidance to RDA staff and Local Public Authorities (LPAs) on all matters pertaining to the smooth implementation and coordination of project activities, log frame and project implementation plan;
  • Advising Regional Development Council (RDC) members and RDC Sector Commissions on: Regional Development issues, including participatory planning and budgeting, inter-municipal cooperation, monitoring and evaluation of Regional Sector Programmes, gender equity;
  • Serving as a focal point for a specific number of rayons and projects/activities based on distribution approved by the project management;
  • Advising project partners in all aspects of developing and implementing Regional Development projects under the project, in particular:
  • on the organization (consistency) of activities;
  • on administrative and regulatory requirements;
  • on innovative forms of project development and public participation;
  • by ensuring proper management of knowledge among the stakeholders.
  • Supporting the project Management, as well as subcontracted consultants and Civil Society Organisations (CSOs) in all matters of project coordination and communication towards RDAs, RDCs and LPAs activities, especially regarding Capacity Development;
  • Ensuring smooth project implementation including support to project events, national and international experts’ missions;
  • Provide inputs on developing detailed annual work plans to achieve project objectives as well as quarterly plans if required;
  • Monitor deliverables, deadlines, and milestones for each active contract according to the ToRs;
  • Prepare quarterly and annually reports for individual projects according to the project regulatory framework;
  • Other job related duties, as might be assigned by the project management.

Required qualifications:

  • Bachelor and/or Master Degree in Business Development, Law, Economics, Public Administration or equivalent professional work experience in the above-mentioned areas;
  • Detailed knowledge of administrative and government structures of the Republic of Moldova;
  • At least 3 years of general work in project implementation, local/regional planning and programming; experience in public service delivery in WSS, SWM, EE;
  • Excellent computer skills (MS Office, Outlook, Internet and other);
  • Excellent communication and presentation skills, in both verbal and written English and Romanian; knowledge of Russian or German would be an asset;
  • Expertise in developing and maintaining strong Partner relationships including negotiation skills with internal and external resources;
  • Proven ability to identify opportunities and to effectively manage relationships with media representatives, government officials and other GIZ partners;
  • Demonstrated competence and experience in the key areas of management expertise connected with staff direction, motivation and coaching, financial / budgetary control, and achieving targets of delivery and quality;
  • Strong organizational and problem-solving skills; able to work to deadlines, under stress, and cheerfully;
  • Able to work autonomously and on own initiative while reporting regularly to the Project Manager and direct coordinator;
  • Willing and able to travel inside and outside the country for event support, when needed; a valid category B driving license.
