Background

The overall objective of the project is to strengthen the national health care procurement system and improve the effectiveness of diagnosis and treatment of patients in Moldova. The specific objectives of the project are:

(i)  To procure medicines and health products for the National and Special Public Health Programmes starting in 2017;

(ii)  To strengthen the capacity of the Ministry of Health to ensure transparency, accountability and effectiveness of the public procurement of medicines, medical devices and other related products;

(iii)  To upgrade the storage conditions of Moldfarm in line with WHO and EU recommended good distribution practices (GDP).

 

Duties and Responsibilities:

Under the guidance and direct supervision of the Project Manager the incumbent contributes to an effective and efficient implementation of the project through a range of actions contributing to the design, planning, management and monitoring of project activities. The Project Assistant/Pharmacist applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations.

 The Project Assistant/Pharmacist works in close collaboration with the Project team as well as the team in the Country Office (CO) for effective achievement of results, anticipating and contributing to resolving complex programme/project-related issues and information delivery. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

The Project Assistant/Pharmacist in close cooperation with the project team, under the direct guidance and supervision of the Project Manager, will ensure the provision of administrative, procurement and financial services of the highest quality and standards to the project team, UNDP Country office, as well as national counterparts and clients.  More specifically:

Administrative management:

  • Pro-actively contribute to day-to-day project implementation and ensure conformity to expected results and project work-plans;
  • Make pertinent logistical arrangements for the prompt and effective implementation of the programme activities;
  • Assume responsibility for administrative matters of a more general nature, such as registry and maintenance of project files and records;

Pharmaceutical/Logistic management:

  • Establish and assess quality standards for medicines and medical devices to be supplied;
  • Perform stock evaluation at each project’s beneficiary for the required goods delivered under the project;
  • Evaluate consumption of medicines and medical products on a trimestral basis for the required goods, delivered under the project;
  • Forecast procurement needs for medicines and medical devices according to the assessed consumption;
  • Assist project beneficiaries in the needs assessment and perform the standardization of requested medical products;
  • Ensure quality control procedure for the supplied medical products and medical devices;
  • Ensure import authorization for medical devices, psychotic medicines and narcotic substances;
  • Coordinate technical specifications of medicines and other health products with final beneficiaries, national and international partners as required;
  • Keep registry of deliveries including quantity, shelf life, form of product, manufacturer, ATC code, division, expiry date, strength, etc.);
  • Performing tender evaluation for medicines/medical devices under coordination with the Project Manager and project partners.

Financial management:

  • Contribute to preparation of recurring reports as scheduled and special reports as required for budget preparations and reporting;
  • Advise and assist international and national consultants on all aspects related to procurement of medical products;
  • Undertake other financial and administrative tasks as requested.

Procurement:

  • In accordance with the Work Plan support the procurement of medicines and medical devices, including services;
  • Assist the procurement assistant in the creation of e-requisitions in ATLAS;
  • Ensure that contractual processes follow the stipulated UNDP procedures;
  • Assist the logistic staff person to physically clear and ensure delivery of medicines and medical devices and supplies procured for the various programme sites;

Other duties as assigned.

The key results have a direct impact on the overall successful achievement of the Procurement Support Services to the Ministry of Health project. Accurate analysis and presentation of information enhances UNDP’s position as a strong development partner. The information provided facilitates decision-making of the Project Board, the Beneficiary and UNDP management.

Required Skills and Experience

Education: 

  • Medical University Degree in Pharmacy or other related field.

Experience:   

  • At least four years of experience in the pharmaceutical area is required;
  • Experience in import/export procedures for medicines and medical devices is a strong advantage;
  • Previous experience in working with or for international/development assistance organisations is an advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling web-based management systems.

Language Requirements:   

  • Fluency in both oral and written English, Romanian and Russian;
  • Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.
