Advisor on Contract Implementation

The German Development Cooperation through GIZ is looking for an Advisor on Contract Implementation within its project “Modernization of Local Public Services in the Republic of Moldova“.

The Advisor will support the Project Management and team members on the day-to-day activities implementation.

The main responsibilities shall include:

  • Advising team members and partners on contract implementation matters, incl. on procurement matters according to GIZ rules and procedures and those applied in cooperation with the partners (EU PraG based);
  • Establishing and maintaining experience exchange with other projects and development partners in the area of contract implementation and public procurement;
  • Providing professional advice and implementation guidance to the Project Management, team members, partners and Regional Development Agencies staff on the provisions of local and international legislation and best practices regarding contract implementation and public procurement;
  • Supports cooperation, regular contact and dialogue with partners, relevant organisations, non-governmental agencies and individuals, and with other projects in the field of public procurement and contract implementation;
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures; ensures knowledge transfer to the project team and partners.

Required qualifications:

  • Bachelor and/or Master Degree in Law, Public Administration, Finance, Procurement, or closely related field;
  • At least 5 years of professional experience in a comparable position held within a technical assistance project; managerial experience would be an asset;
  • Knowledge of and working experience with public sector procurement and contract implementation procedures;
  • Experience in working with EU PraG procurement rules or practical application of EU Public Procurement Regulations would be an asset;
  • Fluency in Romanian and English is a must; knowledge of German and Russian would be an asset;
  • Strong IT skills, analytical and report writing skills;
  • Valid driving license and driving experience.
