Financial Manager

Job Title: Financial officer

Duration of Employment:  1 year, with the possibility of extension.

Contract type: Individual working contract

Background

The Public Association EcoContact is a national environmental organization with the office in Chisinau. The mission of organization is “to support environmental improvements and partnerships for sustainable development of communities in Moldova, thus contributing to the formation of a responsible society respecting human rights and ensuring a favourable environment for the present and future generation”. 

The organization has three strategic directions:

  • Implementation of Aarhus Convention. Organization provides support to public participation and access to information on environmental matters. Starting with 2013 EcoContact is hosting the Environmental Consultation and Information Aarhus Center, created with support with OSCE Mission in Moldova;
  • Sustainable development with a special focus on: green economy, climate change/disaster risk reduction, waste and chemical management, environmental education
  • Environmental legislation. Organization provide support to align national environmental legislation with provisions of EU-RM Association Agreement and the Action Plan.

EcoContact is a rapidly developing organization and a special focus is put on the organization development. Organization provides possibilities for personal growth and development.

In the process of work EcoContact has established partnerships with various actors on the local, national and regional levels. We work with local communities and public authorities, NGO community, national level authorities and donors. Organization is implementing environmental projects, providing thematically consultancy in the priority areas and is currently developing the organizational development strategy, that is supported by the Swedish International Development Cooperation Agency. In this respect communication and visibility activities are one of the core priorities for the coming period. Organization in implementing development projects, provide services, has permanent staff. We are looking for a highly motivated new team member, willing to take care of the financial health of our organization to meet the legal and donor requirements. Please note that good level of English, Romanian.

Scope of work and responsibilities

The Financial officer will have the overall responsibility for providing financial guidance and support colleagues so they can make sound decisions in implementing the projects.

As main task will be:

  •  Prepare financial statements, organizational financial reports, and forecasts
  • Monitor financial details to ensure that legal requirements are met
  • Supervise project managers who do financial reporting and budgeting
  • Review organizational financial reports and seek ways to reduce costs
  • Help management make financial decisions

That means support to the Executive Director and Project managers in fundraising, budgeting and reporting to donors. Financial officer will coordinate the process of annual budgeting and monitor the budget execution. We do expect the candidate to know well national legislation in financial management, have experience in accounting, with good organizational and analytical skills.

The key responsibilities will be as follows:

  • Develop, discuss and assist organization’s and projects’ budgets preparations;
  • Support project managers in preparation of monthly, quarterly and annual financial reports;
  • Assist in elaboration of the organizations’ and projects’ reports (monthly, quarterly and annual);
  • Update execution of project budgets and track the budget execution in 1C software;
  • Update the internal systems with financial data;
  • Communicate with donors and partners on the financial related issues;
  • Prepare and participate in Financial audits (organizational, projects);
  • Review and implement the Financial policies of organization;

Management Arrangements:

The financial officer will work under direct guidance and supervision of Executive director and in close cooperation with organization’s staff, partners and beneficiaries. This is a full time position, according to the national legislation. Working place will be the EcoContact’s office.

Expected experience and qualification

Academic Qualification

  • University degree in Economy, Business administration, Bookkeeping, other relevant areas.

Experience:

  • Experience in bookkeeping according to the national requirements;
  • Experience of work as a financial assistant/administrative assistant in the external funded projects will be an asset;
  • Experience of using financial software (1C) will be an asset;
  • Experience of work in non-governmental organizations will be an asset;

Competencies

  • Good knowledge of financial and accounting procedures;
  • Excellent analytical and numerical skills;
  • Sharp time management skills;
  • Excellent communication skills;
  • Strong ethics, with an ability to manage confidential data.
  • Strong interpersonal skills, communication and diplomatic skills, ability to work in a team
  • Fluency in written and spoken Romanian and English;
  • Knowledge of Russian language will be an asset.

The ability to communicate well in writing and verbally is essential
