The Government of the Republic of Moldova has received financing from the World Bank toward the cost of the Strengthening the Effectiveness of the Social Safety Net Project (SESSNP), and intends to apply part of the proceeds for consulting services.

One of the tasks of the project is to improve the administrative efficiency of social assistance, including the effectiveness of activation services provided by the National Employment Agency (NEA). Due to the NEA limited analysis capacities and in order to understand the gap between job offers registered by public employment service and private services or job search platforms, a much broader analysis and design are needed. Under the SESSNP, the Ministry of Health, Labor and Social Protection intends to establish the base for a regular exercise in order to collect and analyses the data on labor market needs.

            Objective of this assignment is to strengthen the Government of Moldova capacity for evidence-based policymaking in the area of skills and employment. As such, the objective is to perform a data analysis of NEA data on job vacancies and scraped data on job vacancies from online platforms.

            The consultant will assist NEA in defining final list of collected fields by scraping tool and consult IT expert in order to improve the web scraping algorithm and outputs, and compare NEA vacancies and scraping results with respect to employer information, job requirements, and job amenities.

            The consultant will work with IT expert that will be also responsible for data collection.

The Consultant will be responsible for the following steps: 

  • Review vacancy scraping tools and analysis in other countries (e.g. US, UK, Malaysia, Ukraine) (work together with IT expert)
  • Analyze the types of information (i.e. fields) collected by NEA in their vacancy database and those collected by private job search portals (work together with IT expert)
  • Support IT expert to improve the web scraping algorithm and outputs:
  • Match job titles in vacancies to 4-digit ISCO occupation codes
  • Identify skills information embedded in a job description associated with each job posting by developing machine learning algorithms in order to associate types of skills with different occupations and sectors.
  • Create skills profiles by sector and occupation and career maps
  • Assess skills and qualifications demand in “real time”

The assignment is expected to commence on November 2017 and completed by the end of December 2017.

Ministry of Health, Labor and Social Protection now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The application should include cover letter, professional CV and detailed information about the projects connected to this assignment, that were implemented by the consultant.

The Short-listing Criteria:

  • Completed studies at least at the Masters level in Economics or related discipline, with superior academic record;
  • Expertise and experience in providing technical assistance and consulting services in the area of employment and labor markets;
  • Relevant expertise and experiences of managing big data, preferable in labor market domain;
  • In-depth knowledge of labor markets, occupations and skills;
  • Excellent quantitative analytical skills, with working knowledge of data management software with a minimum of 2 years of experience;
  • Ability to handle and manage big data with minimal oversight;
  • Ability to work under tight deadlines, manage multi-task requirements, high attention to detail and a high degree of pro-activity and initiative;
  • Good knowledge of the statistical package Stata or of the other statistical programs;
  • Hands-on and results-oriented approach;
  • Well-developed interpersonal and team working skills, initiative, persistence and positive attitude;
  • Fluent knowledge of English;
  • Proficiency in Romanian and Russian will be an advantage.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers edition January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

The Consultant will be selected in accordance with the Selection Of Individual Consultants method set out in the Consultant Guidelines.
