IRI Moldova - Program Officer

The International Republican Institute (IRI), an international non-profit, non-governmental organization (NGO), dedicated to promoting democracy worldwide, has an immediate opening for a Program Officer position in its Chisinau, Moldova office. The Program Officer is responsible for the implementation of IRI’s programming in Moldova focused on promoting more accountable and inclusive political parties at the national level. Candidates must possess strong knowledge and interest in Moldovan politics and be able to operate in a fast-paced environment. A university degree and fluency in English is required and previous experience in politics-oriented projects and/or programs is advantageous.

Specific Duties and Responsibilities:

  • Designing and conducting training series. This will include preparing a training plan and developing necessary tools as well as facilitating the learning process by conducting training sessions
  • Project management including budgeting, reporting and ensuring compliance with donor and internal financial rules and processes
  • Managing logistical details for IRI events. This will include regular communication with participants
  • Monitoring, analyzing and reporting on political developments in the country
  • Contributing to the drafting of proposals
  • Maintaining consistent and productive communication with the Washington, DC headquarters and local implementing partners
  • Building strong working relationships with IRI’s partners and on-the-ground stakeholders
  • Representing IRI at meetings and roundtables and reporting on discussions
  • Conducting research on assigned topics
  • Written and oral translation as required
  • Performs other duties, as assigned


  • Undergraduate degree in political science, international relations or related field
  • Five years of politics-focused or related experience; Preferred experience with issues related to campaign management, youth work and gender themes (but not limited to)
  • Experience with designing and/or delivering trainings, public speaking skills
  • Fluency in English (speaking, writing and reading)
  • Strong writing and analytical skills
  • Working level Russian is an asset
  • Ability to work independently and within a team
  • Ability to work on weekends (within a time compensation system)
  • Demonstrated ability to work well under pressure in a fast-paced work environment and to multi-task efficiently
  • Strong organizational and time management skills, attention to detail and ability to meet deadlines
  • Ability to travel around Moldova and abroad, if needed
  • Facility with MS Word, Excel and other data base systems.
