IRI Moldova - Monitoring and Evaluation Program Officer

The M&E Officer is responsible for the monitoring and evaluation systems of IRI's programming in Moldova so that the program is accountable for work done and able to communicate results to a variety of stakeholders. In line with IRI M&E standards and in response to donor demands, s/he maintains, updates and refines IRI Moldova’s M&E systems.

Specific Duties and Responsibilities:

Implement and manage a monitoring and evaluation plan for the IRI’s Moldova programs with an emphasis on reporting to grant objectives and indicators, conducting follow-up with participants and partners and tracking implementation timelines and deadlines.

  • Work closely with IRI program staff in Moldova and Washington to design and implement data collection tools.
  • Gather necessary data from program activities to ensure that activities comply with IRI objectives and funder regulations, such as through surveys and questionnaires and other data collection instruments.
  • Manage program data, including database design and implementation, and organize data in a usable format for analysis and reporting purposes.
  • Manage the process of developing post-event reports to include participant details, summary of the activity and an analysis of the outputs, participant engagement and collected post-event evaluations.
  • Provide reports and necessary data to IRI Washington and to donors.
  • Work with Moldova-based team to develop weekly reports for Washington including up-to-date information on and analysis of program activities, achievements, progress and learning (for example: event descriptions, disaggregated participant data and pictures)
  • Carry out trainings and consultations on M&E topics and systems for local staff as needed 
  • Monitor and evaluate the performance of IRI and partner organization activities, identifying successes and failures, and recommend program adjustments accordingly
  • Provide organizational support for IRI Moldova’s anticipated political party-focused and gender-focused qualitative assessments.


General Duties:

  • Maintain consistent and productive communication with the Washington, DC headquarters and local implementing partners.
  • Work closely with IRI’s Office of Monitoring, Evaluation and Learning on evaluation initiatives.
  • Manage local staff contributions to the monitoring and evaluation plan.
  • Assist and support local program staff in development and implementation of program activities

Skills

  • Excellent English language speaking, writing and reading skills.
  • Working level Russian is an asset
  • Facility with MS Word, Excel and other data base systems.
