Advisor on Capacity development in the Water Supply and Sanitation Sector

The German Development Cooperation through GIZ is looking for an Advisor on Capacity development in the Water Supply and Sanitation Sector (WSS) within its project “Modernization of local public services in the Republic of Moldova“.

The Advisor will support the Project Manager and project team on the day-to-day activities implementation.

The main responsibilities shall include:

  • Supporting the design and implementation of holistic capacity development measures in line with the project objective in WSS-Sector with a particular focus on:
  • Conducting training needs and institutional capacity assessments of the project partner WSS-operators and Local Public Authorities (LPAs);
  • Facilitating the process of designing adequate capacity development interventions, addressing identified short-comings on individual, organizational and systemic levels;
  • Advising WSS-operators and LPAs, in close coordination with regional advisors, on the implementation of capacity development measures and ensuring systematic monitoring of results.
  • Advising national level partner institutions in the WSS sector (such as the National Association of Public Water Utilities, Technical University, Academy of Public Administration) on the further development of institutionalized WSS training programmes and the institutional consolidation of the training institutions;
  • Ensure the systematic scaling-up of the Project’s good practices and lessons learned into capacity development programs;
  • Design and management of short-term experts’ assignments within the scope of the responsibilities of the position;
  • Ensure close coordination and synergies with GIZ capacity building activities in other sectors such as solid waste management or energy efficiency of public buildings;
  • Provide regular input into the project’s planning, budgeting, reporting and knowledge management processes;
  • Coordinate the implementation of the Project’s Gender Action Plan as the gender focal point, as well as advise the Project in the process of gender mainstreaming throughout all interventions.

Required qualifications:

  • Bachelor and/or Master degree or equivalent in an area relevant for the tasks described above, e.g. Public Administration, Environment or Civil Engineering;
  • Minimum of 3 years of relevant professional experience related to the tasks described above with a focus on human and organizational capacity development; hands-on experience in the development and implementation of capacity development action plans for WSS-operators would be an asset;
  • Professional network encompassing relevant public and private institutions;
  • Demonstrated excellent advisory, facilitation and training skills;
  • Demonstrated strong analytical, writing and reporting skills;
  • Fluency in Romanian, Russian and English is a must; knowledge of German would be an asset;
  • Proficiency in MS Office applications;
  • Experience working within GIZ projects or other international development projects is an advantage.
