Activity Background

 

The Moldova Structural Reform Program (2017-2021) is a USAID-funded, four-year project that aims to improve the business and trade environment in Moldova by helping Government of Moldova institutions and private sector accelerate the implementation of trade liberalization mechanisms, adopt structural and business enabling reforms, and improve strategic communications between private and public actors. The project field office will be located in Chisinau, Moldova.

 

Roles and Responsibilities

 

The Communications Outreach Specialist will report to the Senior Strategic Communications Manager (SCM) and will be responsible for contributing broadly to developing and implementing the communications strategy, action plans and activities within Program’s Communication Component. Under the general guidance of the COP and direct supervision of the SCM, specific tasks include:

 

  • Support the design and implementation of outreach strategies and events to transmit program messages at community and national levels

  • Compile and consistently update a contact database of major counterparts – public officials, business leaders, relevant professional associations, chambers of commerce, think-tanks, communications officers from key ministries and agencies, specialized media and media associations, communications and advertising companies

  • Provide input in designing and implementation of major communications action plans, specific outreach campaigns, production and content updating of major Program communications channels and materials (printed and online)

  • Conduct training and reporting workshops to build outreach capacity of local media

  • Conduct training sessions for public servants and interested leading businesses

  • Organize public-private dialogue events and engage major counterparts in consultations on reform

  • Monitor media coverage and provide summaries on main messages covered by the media

  • Draft press-releases, and compile and update media kit

  • Draft and design texts, graphics, and visuals for Program communications

  • Ensure photo coverage, audio, and video recording of major Program events (when appropriate)

 

Minimum Qualifications

 

  • Bachelor’s degree in communications, journalism, or related field

  • At least seven years’ experience designing and implementing communications/outreach campaigns

  • Experience with mass media and communications technology

  • Experience working with national stakeholders including citizen groups, journalists, civil society organizations, and government officials

  • Experience working and writing for both traditional, online, and social media platforms

  • Experience in developing and conducting communications training for media, public officials, or business leaders

  • Working skills in processing/formatting texts, pictures, and videos using appropriate software

  • Fluent in written and spoken English and Romanian; knowledge of both written and spoken Russian is a plus
