Activity Background


The Moldova Structural Reform Program (2017-2021) is a USAID-funded, four-year project that aims to improve the business and trade environment in Moldova by helping Government of Moldova institutions and private sector accelerate the implementation of trade liberalization mechanisms, adopt structural and business enabling reforms, and improve strategic communications between private and public actors. The project field office will be located in Chisinau, Moldova.


Roles and Responsibilities


The Trade Specialist will report to the Deputy Chief of Party and will be responsible for providing technical assistance on trade capacity building and facilitation and supporting implementation of DCFTA policy reforms. Specific tasks include:


  • As directed by the DCOP, provide technical assistance on trade capacity building and facilitation to stakeholders

  • Review status of DCFTA policy objectives and progress on the implementation of the National Action Plan on the implementation of AA/DCFTA and recommend activities to tackle unimplemented reforms

  • Under the direction of DCOP provide support to the National Committee on Trade Facilitation

  • Work with the DCOP and short-term consultants to address specific areas of trade policy compliance

  • Assist with trade corridor research and data gathering, as directed by the DCOP

  • Support trade corridor management and innovations/improvements


Minimum Qualifications


  • Bachelor’s degree in international trade, economics, business administration or related field

  • At least eight years in trade facilitation and trade compliance issues with key counterparts (customs, ministry of economy, private sector) in Moldova and the region

  • Knowledge of customs procedures and systems

  • Demonstrated leadership, decision-making, teambuilding, and management skills

  • Experience in stakeholder management

  • Fluent in written and spoken English and Romanian
