Summary of Position:

IREX seeks Deputy Chief of Party (DCOP) candidates for an anticipated five-year USAID-funded program to help local governments improve the provision of basic services in Moldova. This assistance will facilitate decentralization and build citizen confidence that democratic institutions improve the quality of life. The DCOP will be responsible for managing all field operations under the overall direction of the Chief of Party. This individual will make operational decisions and manage the technical components of the program—ensuring that they are properly executed, responsive to changing program requirements, and results-oriented. The individual will have a major focus on achieving results in all technical areas.

Only citizens or residents of Moldova will be considered. This position is contingent on funding.

Description of Responsibilities:

  • Provide strategic leadership to and general oversight of the program’s operations and administrative staff
  • Monitor budget and provide required reporting in close coordination with IREX HQ;
  • Provide leadership in financial reporting, audit reviews, and assessment processes;
  • Ensure that all operations are in compliance with IREX, USAID, and Moldovan regulations;
  • In coordination with IREX HQ and the Chief of Party, establish and ensure implementation operational policies and procedures for the program;
  • Manage the technical components of the program—ensuring that they are properly executed, responsive to changing program requirements, and results-oriented;
  • Provide review and input for program documents (workplans, monthly and quarterly reporting, and other USAID reports and internal progress reports);
  • Manage effective communication and coordination with IREX’s home-office team;
  • Review and approve grant agreements and/or subcontracts if any are planned;

Skills and Qualifications:

  • Moldovan citizenship or residency;
  • At least seven years of experience with local governments in Moldova;
  • Deep understanding of how to effectively carry out technical assistance activities at the local level;
  • Master’s degree (or foreign equivalent) in a discipline related to government, local government, city planning, city management or foreign assistance development;
  • Demonstrated ability to work with cooperating partners, communities, and local authorities;
  • Successful track record of supervising, designing, managing, and implementing donor-funded technical assistance projects, with strong preference for past USAID-funded democracy and governance project management experience in complex political settings;
  • Fluency in English and Romanian or Russian is required;
